Position Information


Make a Ripple Lead in Water Quality.

The Honolulu Board of Water Supply is hiring aWater Quality Administrator (Program Administrator). The position is responsible for planning directing organizing administers and certifies the public health and safety regulatory conformance and environmental protection of the departments water sources treatment and delivery systems through program managers and staff in various specialized scientific and technical areas of expertise. The position has the final authority over subordinates water quality decisions. The position makes process control and system integrity decisions about water quality when advising GAC changeovers and reservoir chlorination dosages and frequencies chlorination of new mains placement of facilities in service based on Micro/Chem lab test results and provides direction and guidance in response to water quality issues.

Duties include but are not limited to the following:
  • Planning directing organizing and administering the compliance and enforcement of the departments water sources treatment storage and distribution system operations maintenance planning construction renovation and remediation in accordance with all federal state and county drinking water and environmental protection regulations and statues chemistry microbiology biochemistry biology and toxicology principles public health statues regulations standards ordinances permits and water supply industry practices.
  • Planning developing directing organizing and administering the centralized intra and inter-departmental and inter-agency planning coordination and execution of various environmental studies and research programs and the surveillance identification resolution protection and mitigation of industrial agricultural radiological biotechnological and other pollution threats including natural and man-made disaster threats and problems to the departments drinking water sources treatment storage and delivery systems and the environment as a whole.
  • Determining planning directing and administering the development implementation and enforcement of department policies and procedures pertaining to water quality and environmental protection programs within the framework of federal state and county regulations statutes rules and ordinances and the departments goals objectives standards and requirements.
  • Analyzing all reports studies and information to assess the impact on water quality and environmental protection policies and changes on the provision of services to the general public.
  • Directing the preparation of plans for the modification or expansion of programs and budgets.
  • Performing other related duties.

Minimum Qualification Requirements

At time of application you must be a citizen national or permanent resident alien of the United States or a non-citizen eligible under federal law for unrestricted employment.

EDUCATION REQUIREMENT:
Equivalent to graduation from a regionally-accredited four year college or university with a bachelors degree in chemistry geochemistry environmental science biology or a closely-related field.


The education requirement must be met at the time of application. Education obtained outside of the United States must be comparable to a degree earned at a regionally-accredited college/university in the United States. In order to receive credit for the education a foreign credential evaluation (FCE) must be provided. EXPERIENCE REQUIREMENT:
Six (6) years of experience in the practices principles and techniques of laboratory analyses and scientific investigation of water contaminants and two (2) years of which shall have involved monitoring and enforcing compliance of environmental rules and regulations or designing water quality studies or projects incorporating the review interpretation and analysis of data to formulate conclusions and recommendations; including or supplemented by three (3) years of experience in a managerial/administrative capacity.

Applicable Skills:
  • Knowledge of principles and practices of supervision and administration.
  • Knowledge of principles of chemistry toxicology and microbiology.
  • Knowledge of laboratory practices and current laboratory test methods.
  • Knowledge of techniques and technologies used to conduct regulatory testing of drinking water.
  • Knowledge of environmental rules and regulations monitoring compliance and enforcement.
  • Ability to review and interpret drinking water regulations and identify critical requirements and deadlines for compliance.
  • Ability to plan direct and manage the actions required for ensuring compliance with rule requirements.
  • Ability to identify and correct deviations to avoid non-compliance with the requirements.
  • Ability to formulate direct implement and enforce rules regulations policies program requirements and procedures.

LICENSE/CERTIFICATION REQUIREMENT:
State of Hawaii Board of Certification of Public Water System Distribution System Operator Grade 4 Licenseat the time of application.
