The Division of Mental Health Developmental Disabilities and Substance Abuse Services is the designated Single State Agency (SSA) and State Mental Health Authority (SMHA) charged with responsibility for developing providing and overseeing publicly supported and publicly regulated mental health developmental disabilities and substance use disorder services in North Carolina. Sources of funding managed by DMHDDSAS include primarily state appropriations and federal grants totaling almost $. The Division collaborates with other agencies (DMA DPH DPS DPI DHSR DSS and county commissioners) to ensure quality and appropriate services for the underinsured and uninsured as well as Medicaid recipients. The DMHDDSAS carries out its responsibilities through a system of local mental health authorities/managed care organizations known as Local Management Entities/Managed Care Organizations (LME/MCOs) as well as through contracts with local providers universities advocacy organizations and hospitals. The DMHDDSAS collaborates with other state agencies within and outside of NC DHHS to improve services and supports related to mental health substance use and intellectual and other developmental disabilities.
This is a highly critical position that serves as the State Opioid Coordinator as per the State Opioid Response grant to ensure that there is coordination among the various streams of federal funding coming into the state to address the opioid crisis. This position will serve as a key team member in administering and coordinating the implementation of federal grants within the Department of Health and Human Services (DHHS) that have or plan to apply for funds that focus on various aspects of the opioid epidemic. The State Opioid Coordinator will work closely with grant Project Directors to assure these funds are utilized as appropriately as possible in a manner that is non-duplicative and will secure the best outcomes for the citizens of North Carolina. This position will also work closely with all staff and stakeholders involved in the implementation of the Opioid Action Plan as this plan functions as the state strategic plan to combat the opioid crisis.
DHHS is the recipient of numerous grants that target the opioid epidemic including federal funding agencies such as SAMHSA CDC HRSA etc. These grants therefore have different areas of focus and approach including harm reduction prevention early intervention treatment recovery rural health physical health re-entry data collection surveillance etc. The State Opioid Coordinator must be able to fully understand and coordinate the activities under these grants to assure efforts are as organized and comprehensive as possible.
The State Opioid Coordinator must have extensive experience in project management as well as specific experience working with federal funding agencies. This position must have experience with state and federal budgeting processes budget reporting and overall fiscal management. Understanding and knowledge of the opioid epidemic is required including evidence-based practices for prevention treatment and recovery for opioid use disorder. Excellent written and oral communication skills as well as the ability to develop project policies protocols and procedures is required.

The individual in this position is required to have extensive knowledge of federal discretionary grants and in-depth knowledge of evidence-based opioid use disorder treatment. Experience working in the fields of prevention treatment and recovery is highly preferred.
Bachelor s degree in accounting finance business administration public administration or a related discipline from an accredited institution and 1 year of directly related experience or an equivalent combination of education and experience
