Job Description

Position Objective

The Workforce Development Eligibility Program Assistant provides direct student access and support to all prospective and returning Workforce Development eligible students. Through close collaboration with all members of the Workforce Development team Workforce Funding Sources the Department of Social and Health Services Employment Security Department community-based organizations veteran resources and departments across campus; this position provides students with thorough career/educational planning employment opportunities/resources and Workforce Development funding source specific activity plans in accordance with local state and federal guidelines.

Duties and Tasks (Essential Functions)

Duty: Student Support/Access
Tasks include:

  • Assist all current and prospective Workforce Development Eligibility students in developing and adhering to educational and activity plans (e.g. College Pathway Plans Individual Responsibility Plan (DSHS/WF) Individual Education/Employment Plan (DSHS/BFET) CAT/TB regulations through Employment Security while ensuring compliance with local state and federal regulations through the use of case management systems across multiple state agencies.
  • Create and implement student success plans as appropriate based on information received through the colleges early alert system.
  • Create funding plans with each student to ensure that they have a clear structured approach to managing their educational funding resources (e.g. financial aid scholarships non-traditional financial aid) through completion of their program.
  • Implement and facilitate Workforce Development Eligibility Programs information sessions and intake sessions and support the Workforce Counselor and Assistant Director of Workforce Eligibility in organizing and conducting ongoing workshops and seminars for Workforce Development students.
  • Assess each students eligibility for Workforce Development according to program guidelines and ctcLink financial aid data and status. Prepare intake packets including program application forms required documentation assign appropriate coding and holds (internal and partner specific) and funding requests and awards utilizing both ctcLink and the DSHS EJAS system document necessary student activities.
  • Case management for each student throughout the quarter focusing on attendance progression and retention. This may involve conducting or assigning student case staffing requesting WFD funding exceptions and exercising professional judgement within program policy guidelines on a case-by-case basis as needed.
  • Provide information such as: eligibility requirements compliance processes funding assistance and policies high demand occupations career pathway information enrollment processes etc. specific to all Workforce funding programs. Information will be relayed utilizing various methods to include: walk-in services email/telephone publications orientations one-on-one intakes and specialized speaking engagements.
Duty: Communication and Relationship Building
Tasks include:
  • Build and maintain relationships with Workforce Development students staff and faculty and internal/external partners.
  • Offer support to faculty students and partners and make appropriate referrals as necessary utilizing the Colleges early academic alert system for students needing assistance in the following area: academic progression retention and/or support services.
  • Provide support to students reporting barriers and needs by connecting them to appropriate college and community resources.
Duty: Budget Support
Tasks include:
  • Ensure compliance with all WFD funding sources by understanding and following funding requirements program guidelines and regularly monitoring data and outcomes to meet performance standards and reporting obligations.
  • Track and monitor requested and awarded Workforce Development Eligibility program financial aid funds including but not limited to tuition books and transportation through ctcLink and internal budget databases.
  • Prepare weekly spending reports or as requested by the Assistant Director of Workforce Eligibility or Director of Workforce Development.
Duty: Administrative Duties
Tasks include:
  • Create and maintain spreadsheets to track student progress compliance program interest and completion schedules. Use an internal funding database to monitor Workforce Development Eligibility documents throughout the award process ensuring accuracy and efficiency.
  • Document weekly Actual Hours and report (WF) and Monthly Progress Notes (BFET) as required by DSHS for WorkFirst and BFET students.
  • Utilize EJAS (DSHS) system for WorkFirst and BFET student activity reporting quarterly planning DSHS college referrals case management etc.
  • Participate in training sessions and meetings offered by the college and community partners regarding WFD funding sources and also reviewing local and state program handbooks for any revisions or updates to policies and regulations.
  • Organize and maintain student files and records accurately and efficiently based on each grant standards.
  • Order receive and maintain program inventory and grant equipment following established state/federal procedures.

Minimum Qualifications

  • A minimum of one year of college level coursework at an accredited postsecondary educational institution.
  • A minimum of two years administrative/customer service experience in higher education.
  • A minimum of one year of experience working with diverse and/or low-income populations.
  • The ability to contribute to the colleges commitment to diversity by fostering a climate of multicultural understanding and appreciation.
  • Communicate effectively both verbally and in writing.
  • Maintain a high level of confidentiality and sensitivity.

Preferred Qualifications

  • A. Associates degree
  • B. More than two years of administrative or customer service experience.
