Job Duties

he Division Manager is assigned managerial operational and administrative responsibilities for automated and manual operational high volume and fast- pace activities for one or more court divisions. Maintains direct supervision of clerks office. As a deputized member of the judicial system has the authority to sign and issue routine court documents (warrants capiases summonses subpoenas etc.) that strictly comply with statutory regulations. Assists the Clerk and Judges with short and long range planning dayto-day docket/courtroom/front counter maintenance problem resolution coaching and counseling. Works under the direction of the Clerk of Court from established judicial and administrative policies and procedures. In addition handles the complex and/or sensitive problems with appropriate judgment discretion and tact unless referral to the Clerk is necessary.

Essential Duties and Responsibilities:

Leadership responsibilities include leading planning and coordinating the supervision of divisional employees volunteers and unpaid interns. The ideal candidate will have the following:
Strong decision-making capabilities high degree of creativity and initiative. The ability to monitor quality and quantity of work through direct observation.
Will communicate clearly and concisely in both written and oral forms.
Will conduct annual performance evaluations based on established standards and collaborates with the Assistant Supervisor on staff evaluations. Will serve on interview panels selecting candidates to complete staffing fulfilment. Will assist with investigations and grievances to give input for disciplinary actions.
Division managers provide final approval on leave requests to ensure sufficient staff coverage within the assigned division. Will recommend promotions and salary increases to the Clerk and Human Resources Manager. Will establish uniform procedures for processing and filing all records consistent with OES guidelines and statutory requirements. Will assume additional responsibilities other than those primarily assigned to the position as necessary and assigned by the Clerk based on division and court requirements.

Minimum Qualifications

Competitive applicants must demonstrate a proficiency in Microsoft Office Suite data entry proofing documents for clarity and completion per Virginia code.
Applicants must have solid verbal and written communication skills in addition to experience with direct high volume customer service.

Ideal candidate will have experience managing and leading a minimum of 10 subordinate team members. Must have experience managing work teams experience training staff in court process and procedures delegating work assignments processing time sensitive documents. A high school degree or equivalent is required college degree is ideal.
Physical demands include the ability to frequently lift/carry up to 15 pounds visual acuity speech and hearing and eye coordination and manual dexterity necessary to operate a computer keyboard and basic office equipment. There is extensive walking sitting standing for long periods reaching twisting and kneeling to perform the essential functional requirements.

Preferred Qualifications: Knowledge and hands on experience in a court setting specifically. Experience with warrants summons dockets warrants writs protective orders DMV document imaging. Candidates will have proficiency with computer responsibilities to include GCMS Financial Management (FMS) Outlook VCIN NCIC GDIS DMV and IPOAD (as applicable) and able to conduct some minor computer troubleshooting.

Additional Considerations

The ideal candidate will have proven ability and a history of staff training advanced customer service and problem-solving with the public external agencies attorney firms and other courts. Managerial candidates must have measurable proven hands-on experience managing a team. Applicants will be required to demonstrate verbal written and math skills. This position demands a manager who is hands on actively engaged daily in all facets of the division.
