Salary and Benefits

Salary begins at $79412 to $95461 (24/25 SAAC Salary Schedule) depending on education/experience plus a generous benefit plan including stipends for TSA Mileage and Cell Phone. This position works 12 months per year foreight (8) hours per day from 8:00 a.m. to 5:00 p.m. Monday through Friday.

Springfield Public Schools is located in Springfield Oregon in the heart of the Willamette Valley and serves 185 square miles of the city of Springfield and East/Central Lane County. We are directly to the East of Eugene where the University of Oregon is located. About the Position

Springfield Public Schools seeks outstanding candidates fora full time Systems Analyst II for our Technology Services Department.The Systems Analyst II is responsible for coordinating the implementation and ongoingmanagement of the Districts student information system (SIS) and other relatedsystems. The Systems Analyst II will be a member of the team to deliver and maintainappropriate system projects in support of District operations. The Systems Analyst II serves as the project contact technical consultant technical advisor andproject manager for the SIS and other related systems.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Essential duties of this position include the following. Employees in this position perform some or all of the following tasks. Other duties may be assigned.

  • Leads systems analysis and design for assigned projects;
  • Engages with administrators and users to understand systems requirements and to design a project plan. Uses techniques such as structured analysis data modeling and information engineering to evaluate user requests estimate cost and timelines and plan/implement the solution;
  • Maintains a broad understanding of the Districts software environment and provides technical expertise when requested;
  • Translates complex business requirements into extensible scalable and maintainable applications; uses a system development life cycle to plan develop and deliver applications. Manages projects and ensures timely and orderly execution of systems projects;
  • Performs research and analysis on systems or third-party applications including programming; defines and recommends program methodology to be followed;
  • Represents the District and coordinates projects involving other districts state agencies and vendors. Serves as a member of project teams both internally and externally as necessary;
  • Monitors and tunes existing enterprise systems and provides complex issue resolution and user support;
  • Conducts internal training sessions for Technology Services staff on new or enhanced solutions. Trains new staff on an as-needed basis;
  • Designs and codes programs using structured programming techniques;
  • Prepares test data conducts detailed program tests and organizes parallel system tests. Manages the testing process and thoroughly tests code for all contingencies outlined in the requirements documentation. Maintains quality control protocols procedures and documentation ensuring data security confidentiality and integrity;
  • Designs documents and maintains Relational Database Management System (RDBMS) architecture for web sites applications and data collection;
  • Prepares and maintains program control and runs documentation according to established procedures;
  • Prepares functional requirement documents database design specifications and visual prototypes estimating time and effort to complete each item;
  • Develops custom reports and graphs to create table-based displays and interactive dashboards using business intelligence data analytic and visualization software and visualization techniques to create explore and analyze relational data and data cubes;
  • Handles multiple projects and deadlines simultaneously; provides user-friendly technical support to clients
  • Participates in technology team integration groups;
  • Provides backup to the SIS User Support Specialist. Provides other cross-team support and backup support as needed;
  • Maintains effective working relationships with other members of the Department as well as other District personnel and community members.

KNOWLEDGE SKILLS AND ABILITIES:

  • Enterprise-wide requirements definition and management systems and methodologies. Databases schemas SQL scripts and database queries;
  • Basic computer programming languages operating systems hardware and software applications utilized by the District
  • Software development life cycle;
  • Analytical and product management skills including a thorough understanding of how to interpret customer business needs and translate them into application and operational requirements;
  • Effective time management skills;
  • Knowledge of Student Information Systems (SIS) is recommended;
  • Ability to prepare and present technical reports and recommendations to groups or individuals;
  • Creative problem solving diagnostic and troubleshooting skills;
  • Ability to work as part of a team.

MIMIMUM QUALIFICATIONS:

  • Bachelors degree or equivalent experience in an appropriate discipline;
  • Must possess four years of system analysis experience or have four years combined post graduate education or certification and experience which would provide the desired skills knowledge and ability required to perform the job related to system analysis work;
  • Must demonstrate an aptitude for computer programming internal systems maintenance database structures and structure programming practices and techniques;
  • Must be able to communicate effectively both orally and in writing. Must read understand and follow multi-step written and verbal instructions in English;
  • Must demonstrate the ability to write clear and concise documentation.
