Position Overview
The Manager - Compliance & Operations reports directly to the Chief Operating Officer with comprehensive responsibility for ensuring the schools regulatory integrity and operational excellence. This critical role manages a diverse portfolio encompassing external reporting regulatory compliance contract administration procurement oversight medical and health protocols safety management facility operations and food service. Leading a team of two to four support staff the position requires exceptional organizational skills detailed regulatory knowledge and the ability to coordinate complex interdepartmental processes while maintaining the highest standards of institutional compliance and operational efficiency.
The duties of this position are many and varied; they require an individual who can prioritize multiple tasks work in a fast-paced environment and still keep a smile on their face. This is a 12-month exempt position that may occasionally require working outside of normal business hours.
Duties and Responsibilities
Responsibilities include but are not limited to:
Compliance Management
- Provide comprehensive oversight of all compliance requirements including but not limited to:
- Office of the State Superintendent of Education (OSSE)
- Public Charter School Board (PCSB)
- DC Health
- Collaborating with the Business Manager to ensure Federal procurement compliance; work with stakeholders to ensure collection and submission of certification of effort reports.
- Support and manage grant administration processes including:
- Submitting accurate narrative reports; narratives written by other grant stakeholders
- Processing reimbursement requests
- Managing submission of grant amendments; amendments written by other grant stakeholders
- In collaboration with grant stakeholders provide additional as needed support related to interacting with OSSE or appropriate Program Managers
- Ensuring full compliance with grant submission and reporting standards
- Develop and maintain a comprehensive contract tracking system
- Oversee procurement processes with specific attention to:
- Ensuring all contracts exceeding $25000 comply with PCSB procurement requirements
- Managing Request for Proposal (RFP) processes
- Maintaining detailed documentation of all procurement activities
Nursing and Health Management
- Direct supervision of the Creative Minds school nurse
- Ensure full compliance with Office of Charter and Community Education (OCCE) and DC Health requirements
- Manage critical health and safety certification programs including:
- Automated External Defibrillator (AED)
- Cardiopulmonary Resuscitation (CPR)
- Epinephrine Auto-Injector (Epipen) certifications
- Develop implement and monitor comprehensive Health & Wellness policies
- Ensure ongoing compliance with all health-related regulatory standards
- Coordinate health screenings and wellness initiatives
Safety Compliance
- Coordinate and oversee all required safety drills
- Maintain and update safety documentation
- Ensure full implementation of safety protocols and emergency response plans
Armed Forces Retirement Home (AFRH) Liaison
- Primary point of contact for safety and security matters at AFRH
- Manage gate access protocols
- Administer issue and track campus access passes
- Coordinate security-related communications and interventions
Facility Maintenance
- Ensure optimal maintenance of interior exterior and play space areas
- Develop and implement maintenance request and resolution processes
- Monitor and enforce cleanliness standards for day and night cleaning crews
- Serve as primary contact for janitorial vendor management
Inventory and Supply Management
- Oversee student and office supply inventory
- Collaborate with Business Manager on procurement and ordering needs
Program Coordination
- Manage outsourced before and after-care programs
- Coordinate scheduling for:
- Summer camps
- Enrichment offerings
- Day camps
- Ensure vendor service quality
- Address family concerns and questions related to auxiliary programs
School Operations
- Coordinate arrival and dismissal logistics
- Manage staff support and communication for operational processes
- Lead event planning and coordination to ensure comprehensive preparation
Food Service Management
- Direct management of cafe team
- Ensure smooth and reliable food service operations
- Serve as primary liaison with food service vendor
- Maintain compliance with all health regulations
- Oversee food handling procedures
- Ensure staff certifications are current
- Coordinate meal tracking and reimbursement documentation with Business Manager
Qualifications
- Customer service or customer facing experience.
- Experience managing projects and coordinating activities.
- Multi-faceted multi-skilled resourceful and willing to do whatever it takes to help our school reach a level of academic excellence.
- High level of detail orientation and sound excellent organizational skills.
- Be available for events activities or functions outside of school hours including evenings and weekends.
- Proficient in MS Office (Excel Access Word etc.) Google Sheets and other Google products.
- Maintain an appropriate professional relationship with students parents and staff.

Desired Skills and Abilities
- Bilingual (English; Spanish or Amharic).
- Experience with a DC charter school.
- Experience and familiarity with DC Public Charter School Board procurement and compliance policies.
- Experience working with linguistically and ethnically diverse family and student populations and children with developmental differences.
- Experience in facilities management and event planning or management.
- Five previous years compliance or contract management / administration experience.
