    The Student Union Inc. is 501(c)(3) nonprofit auxiliary that maintains three major facilities at San Jos State University in downtown San Jos California. These facilities include the Diaz Compean Student Union Building the Provident Credit Union Event Center (PCUEC) and the Spartan Recreation and Aquatic Center. The Student Union Inc. functions as part of the Student Affairs Division on campus and is governed by a Board of Directors made up of a student majority faculty and administrators.
    Mission
    The Student Union Inc. of San Jose State University supports the development growth and well-being of students and the campus community by providing diverse programs desired services and quality facilities to enhance the collegiate experience.
    Job Summary
    The HR Manager under general supervision of the Executive Director for the Student Union Inc. is responsible for the day-to-day HR operations oversight of payroll and benefits administration and talent acquisition projects. Provides professional support to the corporation and its employees as a generalist in areas such as recruitment and staffing personnel records employee orientations and relations benefits and training.

    The Human Resources Manager will work collaboratively with the Executive Director to manage and maintain the organizational health benefits and retirement packages for Student Union employees and prepare audit reports and recommendations for plan changes/adjustments. The HR Manager must be able to work creatively independently and collaboratively with all levels of employees within the organization to contribute toward the greater goals of the organization as a whole.

    Essential Functions and Tasks
    • As a Human Resources Generalist you will provide oversight and direct support for all HR functions related to the department in conjunction with the team.
    • Supervision of Staff
      • Current staffing includes three HR generalists in full-time capacities and one or more student part-time staff assistants.
      • Conduct regular team meetings
    • Payroll and Personnel Administration
      • Oversight of the HR Generalist I (Payroll Supervisor) to administer payroll through ADP Workforce Now for the organization.
        • Ensures that employees are accurately paid on time new hire paperwork is processed
        • Ensure payroll data records are maintained and recorded into the payroll system; timekeeping and leave reporting is processed disbursements are calculated and paid and accounts receivables are tracked and payments records.
      • Maintain accuracy of all systems including ATS Payroll HRIS and benefits administration tracking. Analyze data to evaluate HR initiatives and business challenges.
      • Administer and manage SU employee health insurance and flexible spending (FSA) program plans and coverage.
        • Coordinates benefits activities including new employee enrollment orientation to benefit programs address questions and concerns and all benefits communications.
        • Serves as the liaison with carrier representative for plan administration and resolutions.
        • Process all benefits on/off boarding transactions such as hires transfers and terminations; and processes status change forms benefit and sick/vacation overtime benefit and sick/vacation.
      • Directs timely and accurate data management services and monitors program efficiency.
        • Prepare bi-monthly payroll monthly and quarterly HR reports for metrics including hiring systems and platforms. Additional HR data analytics reports as requested.
        • Prepare reports for the Director of Finance and Accounting and internal and external auditors.
    • Employee Recruitment and Selection
      • Provides for a robust and systematic process for full-time employee staff recruitment and selection in accordance with good practices in university settings.
        • Create and maintain recruitment process checklists and systems for supervisors and department staff.
        • Conduct anti-bias and other training for staff on employee recruitment and selection topics.
        • Maintain up-to-date position descriptions.
        • Provide for effective systems and components for department operations as necessary.
    • Employee Performance Evaluations
      • Oversee and administer annual performance evaluation program for full-time staff.
      • Develop and oversee annual student employee performance evaluation program for student supervisors to administer.
      • Ensure timely deadlines and compliance.
    • Onboarding and Staff Development
      • Develop and implement on-boarding plans new employee training and orientation including with the Executive Director and Director of Finance and Accounting to meet the work force needs of the organization and to foster a positive attitude toward company goals.
        • Help to explain the company policies and benefits to new and existing employees and answer employee questions.
        • Follow up with new hires on assigned new employee orientation steps.
      • Administers CSU Learn employee trainings required for compliance to each employee and manages record keeping for documentation.
        • Develops and coordinates 3-4 training programs and career development programs for the employees annually.
    • Human Resource Risk Management Reporting
      • Identify and report to the Executive Director about risk and severity around human resource issues including but not limited to significant problems that jeopardize the achievement of the company goals and HR concerns that are not addressed adequately at the line management level.
      • Provide required documentation and reports (including employee workman compensation and general liability reports to the Executive Director for review and implementation.
      • Maintains awareness of legislative actions that may affect employment equal opportunity and employee relations. Ensures compliance with Federal and State mandates including preparation of mandated reports. Stays current on applicable government regulations and judicial decisions.
    • Support an organizational culture that values diversity and promotes inclusion. Uses the organizations policies and philosophy toward diversity and inclusion to inform business decisions and implement processes as respectful appropriate with an impartial manner and refer to a higher level when warranted.
    • Provide oversight and development of Compensation schedules and planning. Keep in mind topics of equity competitiveness with SJSU and standards of living.
    • Oversight and administration of Employee Relations Conflict Management and accountability.
      • Assist and oversee investigations and fact-finding on employee behavior
      • Write reports or summaries with documentation of policy or workplace violations
      • Recommend responses to supervisors
    • Oversee retention and confidentiality of documents and files in department

    Minimum Requirements
    • Bachelors degree from an accredited college or university.
    • Minimum five years of HR or related experience with at least three years of supervisory experience of a human resources area.
    • Strong knowledge of state and federal laws related to payroll including the Fair Labor Standards Act (FLSA). Extensive background in best payroll practices including but not limited to payroll accounts receivable levies or earnings withholding orders and wage assignments.
    • Demonstrated hands-on experience in a generalist capacity with all functions of HR including recruitment compensation benefits performance management termination policy formulation organizational planning and development employee relations safety and training.
    • Demonstrated experience attracting managing developing coaching evaluating and retaining staff. Ability to lead influence and motivate and hold accountable individuals and teams including the development of the HR staff.
    • High attention to detail with strong organizational and leadership skills
    • Proficient in Microsoft Office and Google Suite applications.
    • Professional writing ability including usage grammar spelling punctuation and vocabulary. Exceptional organizational interpersonal communication and time management skills.
    • Demonstrated ability in the area of prioritization and strategic thinking.

    Preferred Qualifications
    • Masters degree and HR Certificate strongly preferred.

    Background Check and Fingerprinting
