Job Description:

Hospital Operations & Policy Analyst: The primary purpose of this position is to support policy development and implementation for the Medicaid hospital program. The position works closely with the Medicaid hospital program lead (OPA3) the key hospital policy advisor for the division.

The Medicaid hospital program is responsible for:
Oregon Administrative Rules (OAR);
Contracts with hospitals detailing Medicaid payment for services;
Disproportionate Share Hospital (DSH) payments and the associated Hospital Assessment;
Hospital rates and payment policy for the Open Card Program.

Duties for the position are to follow monitor and improve the processes use by the program to ensure OARs and contracts are kept current DSH payments and the Hospital assessment are accurate and hospital rates and payment policy are configured in the Medicaid payment system correctly. Additionally the position receives information and questions from hospitals state staff involved in program operations and from contractors.

Alternative Payment & Advanced Care Model Policy Analyst: This position supports the Alternative Payment and Advanced Care Model (APCM) program working closely with the OPA3 safety net clinic analysts under the Federally Qualified Health Centers (FQHCs) and Rural Health Clinics (RHCs) programs.

This role:

  • Supports APCM program operations by evaluating effectiveness planning improvements and implementing changes in policy procedures or rules.

  • Develops operational procedures to supplement existing administrative regulations or guidelines by identifying problems analyzing information and recommending more efficient or effective administrative processes.

  • Tracks the legislative process and develops administrative procedures or rules to implement legislation.

  • Advances the medical home model through an innovative payment structure designed to improve quality and access to care for over 150 practices statewide.

  • Considers the benefits to individuals impact on access program effectiveness and cost containment.

What We Are Looking For

Minimum Qualifications: These qualifications must be visible in your application for consideration.

A Bachelors Degree in Business or Public Administration Behavioral or Social Sciences Finance Political Science or any degree demonstrating the capacity for the knowledge and skills;
OR
Any combination of experience or education equivalent to three years technical-level experience that typically supports the knowledge and skill requirements listed for the classification.
