Job Description

ABOUT THE POSITION







The Riverside County Sheriffs Office is seeking a qualified Estate Property Technician in Perris.Under general supervision to identify inventory transport secure locate and store personal property of Public Administrator estates; to maintain records on estate property in storage; to plan assign and coordinate the retrieval and storage of personal property; to prepare and arrange for appraisal of personal property for sale or auction; and do other work as required.

This class is responsible for the retrieval storage and safekeeping of personal property of estates administered by the Public Administrators Office. In the course of the work incumbents may be responsible for handling the disposal of toxic materials such as animal remains paint household chemical petroleum products handling weapons when necessary and detaining animals.

EXAMPLES OF ESSENTIAL DUTIES

Schedules and conducts searches for identifies and inventories personal property of conservatees or decedants including furniture appliances clothing housewares documents and personal effects; may remove valuables.

Determines approximate appraisal value including property having no value for disposal purposes or arranges for the professional appraisal of items when required.

Obtains professional appraisal of each item inventoried.

May arrange for selling the property at the estate including appropriate internal documentation; evaluates property according to kind packages and transport to County warehouse facility; secures real property and provides for surveillance when necessary; may also be responsible for notifying authorities.

Drives vehicles to warehouse and unloads them.

Arranges for towing of automobiles and travel trailers.

Arranges and stores personal property by estate and natural classification.

Transports documents firearms and other important or valuable items to the Public Guardians Office for safekeeping.

Labels items and groups of items for easy identification and inventory.

Maintains inventory control records showing amount and location of property in storage.

Arranges for disposal of hazardous materials.

Packs marks and transports property for auction.

Prepares property for sale at auction site.

May perform title search of vehicles and other personal property.

Arranges and displays property for best appearance and highest return to estate.

Insures security of property during and after auction.

Arranges for distribution of items after sale.

Ships or transports property to beneficiaries after estates are closed.

Makes arrangements with independent contractors for cleanup repair and maintenance of real property; monitors work in progress and inspects premises to insure the work is completed.

May order and maintain records of supplies and material; may make minor adjustments or repairs on clients property.

Communicates with the public regarding the handling of personal property.

MINIMUM QUALIFICATIONS


Knowledge of:techniques of receiving shipping and storing property; record keeping principles inventory methods and procedures; organizational techniques for the sale of property at auctions or public sales; safe lifting and moving practices; general market value of personal property including valuables collectibles and other household items; toxic materials handling/disposal and identifying and unloading firearms.

Ability to:prepare and maintain accurate records; write clear concise descriptions of personal property items; communicate and work cooperatively with other departmental personnel and service providers; deal with the public in a courteous and tactful manner; make basic mathematical computations; operate material handling and moving equipment e.g. forklift etc; lift and pack personal property; identify potentially high value personal property and important documents; plan schedule and assign work to contractors; and read maps.

Other Requirements:
License/Certificate: Possession of a valid California Drivers License.

Physical Conditions:Incumbents must be able to assist with heavy lifting and carrying in difficult types of terrain and weather conditions; independent body mobility to standor walkor long periods; upper body strength to reach and move objects from high shelves and lift and carry materials weighing up to 50 lbs.; corrected vision to read standard text labels and computer display screens; have the physical capability to wear personal protective equipment including whole-body anti-contamination suits face visors respiratory masks and rubber gloves for long periods.
