Job Description

Compliance Specialist

The Compliance Specialist for CARS maintains and oversees the Compliance Program at CARS as directed by the System Director of Compliance and has the primary responsibility for the development implementation monitoring and evaluation of the program for effectiveness.

Roles and Responsibilities:

  • Overseeing and monitoring the adoption implementation and maintenance of the Compliance Program for CARS.
  • Developing and implementing Compliance Program policies and procedures (P&P) and Standards of Conduct.
  • Reviewing and revising periodically the Standards of Conduct the Compliance Program and policies and procedures as changes occur within CARS and/or in the law regulations or governmental and third-party payers.
  • Evaluating the effectiveness of the CARS Compliance Program policies and procedures and Standards of Conduct.
  • Developing implementing and monitoring the annual Compliance Work Plan.
  • Assisting the Chief Executive Senior Leadership Management and the Compliance Committee in establishing methods to improve CARS quality of service and to reduce vulnerability to fraud abuse and waste.
  • Directing CARS internal audits established to monitor effectiveness of compliance standards and the Compliance Program.
  • Independently investigating and acting on matters related to compliance including the flexibility to design and coordinate internal investigations (e.g. responding to reports of problems or suspected violations) and any resulting corrective action with all departments providers and sub-providers agents and if appropriate independent contractors.
  • Maintaining a reporting system including an anonymous means to report and responding to concerns complaints and questions related to the Compliance Program.

Required Skills and Experience:

  • Bachelors degree and 2 or more years experience working in behavioral health or related field required.
  • Working knowledge of and experience with one or more of the following regulatory frameworks:
  • NYS OASAS NYS Medicaid NYS OMIG NYS Mental Hygiene regulations Centers for Medicare and Medicaid Services (CMS) regulations.

    • Basic understanding of regulatory compliance.
    • Experience interpreting and translating complex regulatory guidance
    • Ability to communicate clearly and effectively both orally and in writing
    • Ability to work with a diverse population including clients staff and professionals
    • Ability to manage several projects simultaneously

Preferred Skills and Experience:

  • 5 years or more experience working in behavioral health or related field.
  • Experience with regulatory compliance in a healthcare and/or behavioral health services field

  • Onsite
  • This role will work on a rotating basis throughout CARS locations.

Pay Range Disclosure:

  • $60403.20 - $80000 per year
