Job Duties
This position will serve as a critical leader for the Virginia Department of Education by providing leadership for the Division of Student Outcomes and School Quality which includes overseeing accountability with the School Performance and Support Framework student and school continuous improvement student performance and outcomes as well as the new office focused on capturing excellence and best practices.
Pursuant to Sections 2.2-3114 and 2.2-3115 of the Code of Virginia this position is required to file an annual Statement of Economic Interests form.
Minimum Qualifications
Knowledge of local state and national trends practices and policies relative to the use of data and technology in education
Knowledge of and experience in K-12 assessment and accountability ideally at a national or statewide scale.
Knowledge of Virginias educational accountability program particularly the Standards of Learning assessment system and educational accountability program (School Performance and Support Framework); curriculum and instructional practices; local state and federal education policies and procedures; and uses of educational data and technology for teaching and learning.
Knowledge of local state and/or national best practices in student improvement effective school turnaround models and other exemplars for school quality.
Demonstrated ability for visionary and strategic thinking novel solutions and exemplary analytical abilities.
Familiarity with competency-based and personalized learning model approaches to assessment and skill set to support Virginias efforts to modernize state assessments and innovative test questions.
Proven experience grounded in student-centered solutions and forward-thinking projects and initiatives.
Must possess extensive interest and experience in K-12 data analysis including disaggregated data program assessment and evaluation and policy implementation.
Ability to manage large scale systems-change initiatives including program design implementation evaluation and data-driven continual improvement.
Strong project-management skills and strong time management skills with the ability to manage multiple tasks simultaneously and meet tight deadlines.
Ability to establish and maintain strategic relationships with relevant internal and external partners other relevant state agencies research institutions vendors and other key stakeholders.
Able to manage multiple priorities simultaneously while thriving in ever-changing environments.
Demonstrated interpersonal and organizational skills with strong receptivity to team partnership and collaboration.
Must have excellent communication skills both oral and written with complex information clearly to various audiences and the ability to foster positive working relationships.
Ability to supervise inspire and evaluate staff.
Ability to establish budgets that align with best practices capture student outcomes establish metrics and deliverables for all funds distributed to school divisions and vendors and are leveraged within the funding availability.
Leverages financial and student data to inform future staffing needs and student-based distributions.
Expertise in data-driven decision-making and continuous improvement models.
Strong computer skills including Microsoft Office Word PowerPoint Excel and Access as well as rapid communication tools.
Additional Considerations
Experience in education administration at the management or executive level; administering comprehensive complex programs and initiatives; and working with a variety of public stakeholders administrators and government officials to drive student outcomes and solutions grounded in systems change.
An advanced college degree in Education Education Administration/Supervision Education Leadership Business Administration or a related field preferred. Years of professional work experience outside of education will also be considered.
Experience in strategic and innovative collaboration including leading large-scale initiatives.
Experience in budget allocation and management leadership and management/evaluation of staff.
Education and experience in instructional and performance-based leadership and systems administration.
Graduation from an accredited college/university with studies related to the job description or an equivalent combination of education and direct working experience.
