Position Summary
Reporting to the Senior Engineer Impacted Sites this position is responsible for the development and delivery of the Environmental Response Program which includes but is not limited to the cleanup and mitigation of impact from environmental spills and discharges the maintenance of the associated equipment required to respond to such events and delivering technical training on the program and how to mitigate and manage exposure to hazardous materials. It also assists with impacted sites administration project management and document creation and review.
Key Duties & Responsibilities
- Develop document and maintain the Environmental Response Program including procedures SOPs training and supporting documents to ensure organizational readiness and legal compliance.
- Coordinate with internal and external agencies to secure resources and services for spill response and recovery.
- Design and facilitate training programs on environmental mitigation and hazardous material management.
- Lead and manage clean-up and recovery efforts for spills or hazardous materials that may affect the Citys sewer system environment or infrastructure (excluding building materials).
- Assist the Senior Engineer Impacted Sites in developing environmental objectives investigating incidents and preparing reports.
- Support departments in complying with the Hazardous Substance and Dangerous Goods Regulation through inspections documentation and guidance.
- Conduct environmental investigations technical analysis and compare results to applicable standards providing recommendations.
- Prepare and review technical reports related to hazardous material storage spills and impacted sites.
- Under supervision manage low- to moderate-risk environmental site projects and escalate when project scope or risk changes.
- Contribute to the review and development of bylaws related to environmental protection.
- Assist with budgeting expenditure tracking and variance analysis.
- Remain current on regulatory requirements to ensure compliance and best practices are followed.
Key Qualifications
- Undergraduate degree in environmental science (e.g. environmental sciences biochemistry chemistry) or a diploma in environmental engineering technology.
- Minimum of three (3) years of directly related experience in environmental response or hazardous material management.
- Experience with ISO systems (either as an auditor or system representative) is considered an asset.
- Strong knowledge of hazardous materials spill management disposal practices PPE and environmental legislation.
- Experience with municipal program development policy documentation and training delivery.
- Skilled in problem-solving negotiations and vendor relationship management.
- Strong communication skills with the ability to prepare detailed reports and deliver presentations.
- Ability to lead training using adult learning principles.
- Experience in overseeing external vendors and ensuring contract deliverables.
- Understanding of planning and budgeting processes.
- Familiarity with ISO 14001 or ISO 9000 systems is preferred
Working/Other Conditions
- Must be available for stand-by and subject to call-back for emergency response situations.
