The Office of Accountability and Testing is responsible for developing and implementing the Annual Testing Program in grades 312 and the school accountability program. To accomplish its mission the office is comprised of four sections: Testing Policy and Operations Test Development Psychometric and Test Design and Analysis and Reporting. The work of the office is organizationally and technically complex and requires daily application of statistics research and design methods and logistical planning. Administrative and policy decision-making at the levels of the U.S. Department of Education U. S. Congress the North Carolina General Assembly the State Board of Education and the Department of Public Instruction directly and indirectly impact the offices activities and its operations on a routine basis. The offices work encompasses access and review of highly sensitive and confidential information/data as the assessment program generates results for individual students teachers schools and school districts in the state for grades 312.
This position is responsible for providing leadership with managing external technical experts and stakeholders to ensure the design and development of assessments meet state and federal requirements for technically sound reliable and valid measurements. This position will also serve as the technical liaison in gathering and facilitating office wide tasks activities and events to implement state and federal legislative requirements State Board of Education and agency assessment and accountability initiatives for elementary middle and high school grade levels.
Some travel is needed.

Masters degree in Education Tests and Measurement Education Research Education/Quantitative Psychology and Statistics or Statistics from an appropriately accredited institution and three years of directly related experience in an education environment needed to perform the work; or an equivalent combination of education and experience.
