Job Duties
This position provides leadership and program management within VITAs Supply Chain Management Statewide Sourcing and Category Management directorate to develop implement and manage strategic and operational initiatives for the Software and IT Solutions category of VITAs statewide contracts (and may include other categories as assigned). This position will devise a category strategy that will maximize the Commonwealths purchasing power and value of over 50 IT statewide contracts that benefit state agencies and other public bodies in a category of $300M annual spend. Areas of focus include strategic planning; complex IT contract management; serving as a key stakeholder in complex IT sourcing projects; leading complex software contract negotiations; supplier relationship management; industry engagement; customer engagement; communications; training; and change management.
Must be innovative and solution-oriented to address complex IT issues. Must have strong analytical skills to create data-driven business strategies. Identifies opportunities for cost-savings and leverages Commonwealth spend to obtain best value. Identifies process efficiencies. Increases the utilization of statewide IT contracts across executive branch and public bodies by communicating value to customers. Proactively identifies similar business needs across executive branch agencies to develop statewide contract strategies that result in procurement efficiencies. Utilizes e-procurement contract management and sales reporting systems to effectively manage contracts. Experience managing all aspects of a large enterprise program is needed. Ability to communicate within levels of an organization including senior executives. Ensures compliance with Virginia Public Procurement Act and other related legislation and policy. Industry-specific experience in the software sector to understand the pricing strategies and negotiation tactics of the market or experience in a procurement or contract management organization is desirable. This is a new position within the Supply Chain Management division and requires a self-starter who will take initiative to contribute to the development of a new category management program.
Minimum Qualifications
Significant experience in various aspects of category management (ie strategic planning complex negotiation contract management supplier relationship management industry engagement customer engagement communications training); Experience in independently managing an enterprise program; Strong analytical skills; Experience in communications training relationship development and change management; Ability to self-start and work independently.
