Job Summary
Supports for Indo-Pacs C2 and Networks Division with regards to meeting GCM project scheduling requirements. Provides technical and program expertise to document develop and maintain a NIWC Integrated Master schedule. Supports more than one-hundred MILCON projects in Guam Marine Corps Base Hawaii (MCBH) at Kaneohe & U.S. Marine Corps Forces Pacific (MARFORPAC) Headquarters building on Camp Smith in the areas of system planning engineering integration and installation testing of associated C4ISR systems.
Telework is not supported. Travel is not required.
Responsibilities and Duties
Collects project-scheduling artifacts for Guam C4I MILCON projects in Guam to create a consolidated
program-level C4/IT Integrated Master Schedule (IMS). Develops and maintains a program-level C4/IT IMS in MS Project that includes all annual/fiscaladministrative program and project battle rhythm events schedules processes and milestones forprojects in Guam in accordance NIWC PAC directives. Uses industry standard practices and schedule analytical/program risk tools to assemble datadetermine logic framework and develop the structure of the IMS such that: 1) It is manageable and sustainable within the evolving environment of the program. Analyzes integrates and formats cost/schedule information. Uses scheduling software that is compatible with Microsofts Project Server application version2016 or higher. Updates and submits the Intergraded Master Schedule (IMS) (CDRL A002). Creates and maintains high-visibility operations-level timeline report from the Program IMSwith discrete milestones events and activities as defined by the C4/IT Program Manager. Performs Critical Path Analyses to identify dependencies gaps and schedule risks within the
IMSs to: 1) Assists in the definition articulation and workable solutions to problems. 2) To communicate issues and resolutions to program management. 3) Collect and integrate multiple processes. 4)Lead working groups to develop solutions to schedule deficiencies. Interacts with and provide direct support to: 1) Project Engineers 2) Project Functional Area Managers 3) Project Operations Team members. Assists the Government in providing Quality Assurance (QA) assessment on project schedulingartifacts to ensure compliance by C4/IT executing agents. Translates schedule data into financial forecasts and spend plans to support project monthly
reporting. Aligns financial expenditures with the project schedule to ensure resource availability. Generates as-required reports that visually compare schedule execution with financial performance.
