Project

The Woodfibre LNG Project is located approximately 7 km west-southwest of Squamish British Columbia. It involves the construction and operation of a liquefied natural gas (LNG) export facility on the previous Woodfibre pulp mill site which would have a storage capacity of 250000 m3 and would produce approximately 2.1 million tons per year of LNG.

Woodfibre Management Ltd. is a privately held Canadian company based in Vancouver and a subsidiary of Pacific Energy Corporation Limited.

Position

Woodfibre LNG is seeking a candidate to manage the Owner HSS effort for the project from construction through handover to Operations. The EPC construction and commissioning phase is expected to be about 3 years. This position can be a staff position or contract based terms and conditions.

This position is responsible for all aspects of the effective implementation of the WLNG HSSE Management System on the Project the development of key health safety security and environmental related plans pertinent to the Project and for providing leadership in the continuous improvement of the HSSE Management System programs procedures and requirements while ensuring compliance with all provincial and federal legislation.

The Project Site HSS Manager establishes the HSS Management Plan and System for the Project and verifies its implementation during construction and commissioning. The Project Site HSS Manager is responsible for understanding the requirements of a Prime Contractor in British Columbia and ensuring those requirements are met by the Company. At the same time the Project Site HSS Manager will implement a program for monitoring the compliance of our primary site contractors in the execution of their HSS responsibilities.

The successful candidate an key member of the Project Management Team will have direct reporting responsibilities to the Project Director and functionally to the VP of Regulatory Compliance and HSSE.

Key Responsibilities:

The successful applicant will:

  • Lead the site HSS team by promoting collaboration teamwork and a high-performance culture.
  • Provide HSS leadership and guidance; establishing goals objectives and team vision while providing training and development opportunities for direct reports supporting their continuous growth and learning.
  • Ensure personnel are adequately trained in the HSS programs including emergency procedures.
  • Promote a One Team approach to HSS that drives consistency and the commitment and ownership of everyone working on the Project of their role in managing HSS risks towards the goal of a healthy work environment with lower injury frequency and severity ratings.
  • Foster a work environment which is safe by choice not by accident.
  • Work with Senior Management to develop HSS Goals and Objectives for the Project that incorporate the Companys philosophies values and strategies to form the foundation for HSSE performance and set standards for Contractors.
  • Develop constructive working relationships with different functions within the Company and with contractors to develop an enterprise framework for HSS management for the Project.
  • Participate in the development and execution of the HSS strategy. Communicate the strategy to the project organization and align the staff on the plan; energize and engage the team around the successful execution of the strategy; remove obstacles and provide support to team members as necessary.
  • Support communications on HSS strategy and gain the commitment of other departments within the project.
  • Deliver results for HSS performance as measured through established KPIs as well as through a robust audit. process which demonstrates compliance with all laws and regulations as well as the HSS Management System.
  • Provide oversight and management of WLNGs HSSE Management System and its application during construction including periodic review updating and implementation of the Project system.
  • Work with the WLNG HSSE Team in the further development of the Company HSSE Management System including procedure development system selection and implementation and training and roll-out.
  • Maintain the Project Emergency Response Plan (ERP) and ensure adherence to regulatory requirements.
  • Ensure employees contractors and subcontractors adhere to all WLNG Federal Provincial and Local HSSE requirements for compliance purposes.
  • Ensure WLNGs compliance to WorkSafeBC requirements for both Owner and Prime Contractor responsibilities.
  • Drive consistency in procedures and practices and a continuous improvement mindset through the on-going identification and implementation of best practices.
  • Establish and provide oversight/technical support to the incident response process and ensure that incidents are investigated corrective actions implemented and lessons learned carried forward.
  • Manage the corrective action register.
  • Maintain HSS records documentation policies and procedures to ensure compliance with applicable legislation regulations and codes.
  • Monitor trend and analyze project safety and environment performance and recommend / assist in implementing mitigating measures for the projects.
  • Implement a compliance monitoring program for all primary site contractors to ensure adherence to WLNG contractual and contractor specific HSS requirements.
  • Assist in the facilitation of Company HSSE audit program; participating in and conducting audits to ensure adherence to HSSE policies plans and procedures; implement and close out all audit actions.
  • Verify and consolidate all contractor and subcontractor HSSE reporting into the project HSS reporting tools and reports.
  • Capture HSSE lessons learned and conduct lessons learned workshops; present findings to project team including contractor and subcontractors.


Requirements

Required Experience:

  • Diploma/Degree in Occupational Health and Safety combined with Certified Registered Safety Professional (CRSP) National Construction Safety Officer (NCSO) or other applicable qualification/designation.
  • At least 10 years progressively senior experience in HSSE management in oil and gas and capital project construction.
  • Strong knowledge/experience in fabrication yard field construction and commissioning of oil and gas facilities.
  • Familiar with current environmental health and safety best practices related the oil and gas industry & OH&S legislation in Canada (BC preferred).
  • Experience and understanding of Owner HSSE roles responsibilities and expectations and working with contractors in an EPC structure.
  • Superior leadership and excellent interpersonal and team building skills including the abilities to provide meaningful mentorship and training and assist in the development of others.
  • Superior communication skills (written and verbal) both written and verbal with a variety of internal and external stakeholders including clients subcontractors employees and managers.
  • Ability to make objective decisions.
  • Ability to travel domestically and internationally.
  • Knowledge and experience in compliance monitoring and system audits (ISO auditor preferred).

Additional Requirements:

  • Strong working knowledge of terminology related to petroleum industry and construction processes.
  • Strong ability to influence coach and mentor others regarding HSSE responsibilities.
  • Ability to build relationships quickly in multi-disciplinary multi-cultural and multi-company environments.
  • Ability to work well under pressure and handle multiple tasks and changing priorities within tight time frames.
  • Ability to work collaboratively within a team environment.
  • Expertise with a variety of computer programs (e.g. MS Office).
  • Expertise with incident investigation (RCA) and formal risk assessment processes.
  • A valid drivers license (with abstract).
  • Comply with Companys Substance Abuse Policy requirements including pre-access testing.
  • Meet the physical demands of an outdoor construction work environment.
