Proposal Manager

Location: Sterling VA

Job Summary:
As a Proposal Manager at Core One you will lead the development of compliant compelling and strategically positioned proposals in response to government solicitations. This role requires a detail-oriented professional with strong writing coordination and leadership skills who thrives under deadlines. Youll collaborate closely with subject matter experts capture managers and senior leadership to drive full-lifecycle proposal development and win high-impact opportunities.

We are seeking someone who is energized by a primarily onsite role at our Sterling VA headquarters with flexibility to occasionally work from home or our Tysons VA office.

Responsibilities:

  • Manage and execute the full proposal lifecycle for strategic bids across Core Ones portfolio.
  • Lead proposal kickoff meetings facilitate color team reviews and develop schedules outlines and compliance matrices.
  • Work closely with capture managers to translate win themes and discriminators into persuasive customer-focused proposal content.
  • Develop and edit technical and management volumes executive summaries and past performance narratives.
  • Coordinate internal contributors and subcontractor inputs to ensure timely compliant submissions.
  • Enforce version control formatting standards and document integrity across all proposal deliverables.
  • Manage proposal repositories and templates and support ongoing process improvement across the proposal function.
  • Collaborate with leadership to assess RFP requirements and build compliant compelling responses under tight deadlines.
  • Support pre-proposal efforts including RFI responses pipeline shaping activities and development of boilerplate content.
  • Track metrics on proposal activity and results to inform growth strategy and continuous improvement.

Qualifications:

  • Bachelors degree in English Communications Business or a related field.
  • 5 years of experience in government proposal development including full lifecycle management of proposals.
  • Demonstrated success supporting federal proposals including task orders IDIQs and large-scale prime submissions.
  • Strong knowledge of government contracting processes including FAR/DFARS compliance.
  • Excellent writing editing and formatting skills with a high attention to detail and clarity.
  • Experience managing multi-volume proposal responses with multiple stakeholders.
  • Ability to work collaboratively in a fast-paced deadline-driven environment.
  • Experience using SharePoint and Adobe Acrobat; proficiency with MS Office (especially Word and Excel).
  • Active security clearance is preferred but not required.
