Key Objectives of the Role
- Lead the Council s Education Transport and Fleet Management Services to ensure compliant safe efficient and effective delivery of services to both internal and external customers.
- Lead the decarbonisation of the Council s fleet and purchased transport solutions for other clients who receive the service.
- Lead policy and process development for transport and fleet services to ensure that statutory responsibilities are met using a person-centred approach and budget pressures are managed.
Daily and Monthly Responsibilities
- Manage the Education Transport and Fleet Management teams to deliver transport provision to both internal and external clients including the Council s statutory responsibility for home to school transport services Social Care transport services and management of the vehicle fleet.
- Ensure that services operate with clear up-to-date written strategies and policies that meet the requirements of statutory regulations government guidance and the Council s strategic direction. Provide expert advice and guidance for the Council s senior management team elected members schools and other stakeholders as required.
- Develop and implement new ways of working to achieve efficiencies reduce costs and deliver an improved level of customer service for both internal and external clients.
- Lead on co-production of travel solutions and policies for clients educational establishments stakeholders and other professional networks through productive and collaborative relationships.
- Contribute to the annual formulation of budgets and maintain effective budget monitoring and internal control processes. Use the financial process to provide strategic direction for the team to meet the Council Plan objectives.
- Manage the whole procurement lifecycle for contracts and services within the scope of the service. Provide effective contract management and compliance monitoring. Ensure that contractor performance is within service standards and that all safeguarding measures are met.
- Work with the council s Licensing Service and LADO to ensure that appropriate safeguards are in place and that only appropriately authorized persons are permitted to provide services to the Council. Maintain an effective risk management framework that effectively mitigates the risks to staff clients and other stakeholders within the transport services delivered by the Council.
Requirements: Proven experience in conducting tree surveys Certification as an arborist In-depth knowledge of arboriculture practices and standards
