The recruitment range for this position is $39671 - $50000.

The North Carolina Department of Labor is charged by statute with promoting the health safety and general well-being of the workers in the state. The laws and programs the Department administers affect every worker in the state. The Department is organized into three primary divisions which carry out the Departments principle regulatory enforcement and promotional programs and the administrative operations. The three primary divisions have divisions bureaus and offices under each which carry out the specific and specialized portions of the NCDOL mission. This position is located in the Administration Division in Raleigh NC. To learn more about the NC Department of Labor please visit our website at position assists the Safety and Health Survey Manager with the annual Survey of Occupational Injuries and Illnesses (SOII) conducted by the federal Bureau of Labor Statistics (BLS) through data collection data error correction case and demographic coding and address refinement activities.

This position codes nonfatal occupational injury and illness data submitted by survey respondents for SOII. Must become familiar with and comfortable using the proprietary Occupational Injury and Illness Classification System (OIICS) and the Standard Occupational Classification system (SOC) used to code occupational injuries and illnesses. This position receives training on coding on an as-needed basis to remain current on new interpretations. Must accurately code cases by occupation body part nature of injury or illness event and source (primary and secondary) using established BLS guidelines. Codes case narratives within established national office deadlines and prior to the close of the survey period ensuring a 100% cases coded rate by the close of data collection activities. Completes all national office occupational coding reviews and computer assisted coding reviews before national office deadlines.

This position also corrects data errors submitted by SOII respondents. During the data collection period of the survey this position tracks entries flagged as containing data errors (DEs). Reduces summary data errors to less than 2% of all collected responses by the close of data collection. Expected to meet or exceed national office spread rate expectations listed in weekly BLS status reports. Must contact or attempt to contact DE units within 60 days of receipt during the first three months of the survey and within 30 days of receipt thereafter. This position uses spreadsheets containing data from the Quarterly Census of Employment and Wages (QCEW) to verify respondent data as needed. Identifies common reporting errors and works with respondents to correct them. This position requires strong interpersonal skills and requires frequent phone calls and phone contact with survey participants.

Accurately enters data from responses collected by phone fax e-mail or mail as soon as received. Must maintain a professional demeanor with 0 respondent complaints about customer relations during the year while collecting summary data or verifying case or demographic information. This position answers all regional office quality assurance (QA) requests within 24 hours of receipt.

Every year BLS draws a North Carolina-specific sample of over 8000 establishments for the Survey of Occupational Injuries and Illnesses. Prior to the prenotification mailing in December of each year this position must ensure accurate sampled unit addresses and contact information prior to and throughout the survey mailout. This position must all verify that address and contact information prior to the data collection mailing is as accurate as possible.

Uses proprietary North Carolina state systems to access Unemployment Insurance (UI) data to verify contact information. Also uses spreadsheets and databases containing data from the Quarterly Census of Employment and Wages (QCEW) to verify contact information. Processes and corrects all post office returns during the data collection period prior to each follow-up mailing.

Demonstrated ability to apply prescribed methods and techniques in collecting interpreting correcting and reporting numerical data.

Demonstrated ability to communicate effectively in oral and written form.

Minimum Education and Experience Requirements

Bachelors degree in education business sociology economics psychology or related to work performed from an appropriately accredited institution and six months of directly related experience; or High School or General Educational Development (GED) diploma and four and a half years of experience involving collecting interpreting and reporting of statistical or social or economic data; or an equivalent combination of education and experience.
