Description
Reporting to the Customs & International Trade (CIT) Valuation Associate Director the Senior Specialist positions core responsibilities are to oversee our Companys Global Value for Customs Purposes (VCP) program and conduct Proof of Payment activities. CIT is primarily responsible for determining trade compliance requirements and processes as well as executing select trade compliance functions that are best performed on a global and/or cross-divisional level. Among other centralized trade compliance activities CIT implemented and continues to manage and monitor compliance with our Companys VCP program. This program provides guidance in customs valuation methodologies and determines control processes for no-sale/free of charge shipments. CIT is also responsible for the management of the U.S. Proof of Payment process ensuring that the customs value declared is in line with financial payments. The Senior Specialist positions key responsibilities are around these two programs as well as handling other trade related questions and issues on an as needed basis.
Responsibilities
Contribute to the development and maintenance of customs valuation standards and procedures and to design and upgrade customs valuation related training materials.
Provide trade and customs technical assistance on valuation issues.
Understand and interpret applicable legislation and monitor customs valuation related legislative changes globally. Coordinate communication of changes to the business in collaboration with ECO Global Trade Standards & Controls team.
Effectively manage questions and queries relating to VCP on a daily basis.
Ensure appropriate filing of VCP related questions and documentation on the GTCs internal page.
Provide feedback to operational teams on the effectiveness of the VCP program (additional training workshops).
Where compliance gaps are identified assist designing solutions and implement enhancements.
Manage the Drug Substance Drug Product (DSDP) tool and the VCP and valuation content on CITs internal page.
Work with ECO Global Trade Standards & Controls team to obtain Proof of Payment report and constantly evaluate enhancements to further improve usefulness.
Conduct periodic Proof of Payment and investigate discrepancies with relevant teams.
Maintain Proof of Payments records and ensure appropriate filing on internal page.
Assist in the Annual U.S. Value Reconciliation filings.
Create and maintain internal procedures covering the process steps of key activities.
Provide input to prior disclosures and other reporting efforts (such as CTPAT Trade Compliance Annual Notification Letter) on valuation issues.
Assist the ECO Global Trade Standards & Controls team in customs valuation audits.
On an as needed basis support CIT on other trade related questions and issues such as country of origin and duty mitigations strategies.
Work with global trade management systems to ensure that trade related master data and processes are maintained.
Qualifications and skills
Bachelors degree required
3 years functional expertise with international trade or equivalent
Developed conceptual and practical expertise in Customs valuation issues is preferred including WTO valuation methodologies and experience with no-sale valuation and transaction value
Financial or accounting training knowledge and/or experience preferred
Prior experience interfacing with international companies
Prior hands-on experience using Microsoft products (Outlook PowerPoint Excel and Word)
Proficient in English
Demonstrated good analytical and problem-solving skills
Experience or ability to work with global trade management systems like SAP GTS or Integration Point or similar databases very desirable
Strong project management skills and ability to conduct complex reporting processes
Sustained level of high performance

U.S. Hybrid Work Model
Effective September 5 2023 employees in office-based positions in the U.S. will be working a Hybrid work consisting of three total days on-site per week Monday - Thursday although the specific days may vary by site or organization with Friday designated as a remote-working day unless business critical tasks require an on-site Hybrid work model does not apply to and daily in-person attendance is required for field-based positions; facility-based manufacturing-based or research-based positions where the work to be performed is located at a Company site; positions covered by a collective-bargaining agreement (unless the agreement provides for hybrid work); or any other position for which the Company has determined the job requirements cannot be reasonably met working remotely. The Company is required to provide a reasonable estimate of the salary range for this job in certain states and cities within the United States. Expected US salary range:
