Job Description

The purpose of this job is to assist one or more assigned executive agencies analyze plan prepare monitor adjust and evaluate all aspects of their budgets to fit into the overall executive budget according to strategic direction from the governors office. This position would work with the Office of Public Instruction K-12 funding and other education analyst will research current and planned appropriations bills reports relevant codes laws and trends and formulate plans for upcoming budget adjustments with legislative fiscal staff agencies legislators and various committees. Assists agencies prepare justifications solutions and projections for budget requests and adjustments. Incumbents must present and defend the executive budget to the legislature and maintain appropriations control for state government. Recommends actions and preparing projections for unexpected changes in the budget such as amendments emergency appropriations and other unforeseen budget needs. Requires evaluation of agency budget performance to identify improvements in program effectiveness and efficiency; and develops possible solutions to projected problems or shortfalls within an agency or program budget.

Qualifications

What are we looking for

Education and Experience:

  • A Bachelors degree in business finance or related field; and
  • Four years of relevant experience; OR
  • Alternate combinations of education and experience will be considered on a case-by-case basis.

Preference will be given to candidates who have:

  • A thorough understanding of state budgeting/accounting
  • Specific knowledge of K-12 funding
  • Knowledge of SQL or similar query language
  • Specific experience performing complex analysis work in a professional setting.

  • Manage a dynamic workload with regular shifting priorities
  • Ensure recommended solutions meet business needs and requirements
  • Monitor deliverables to ensure timely completion of projects
  • Lead ongoing reviews of business processes and develop optimization strategies
  • Fully operate MS Office software products and learn new tools quickly
  • Ability to identify complex problems and review related information to evaluate and recommend options and implement solutions.
  • Ability to approach problems logically identify root causes and seek solutions using problem-solving and critical thinking.
  • Ability to clearly communicate technical issues impacts and solutions to a non-technical audience.
  • Knowledge of data management and data structures
