Job Description

Job Summary: The Supervisor of Special Education for Early Childhood Programs position is directly responsible for the comprehensive functioning of the program and is ultimately responsible to the Director of Early Childhood Programs.
This position manages the day-to-day operations of Early Childhood Programs which include Preschool Early Intervention Head Start and Pre-K Counts and may include managing an Early Learning Center. The supervisor will be responsible for the development training and on-going work with special and general education staff in supporting federal and state initiatives.


Essential Functions:
Works collaboratively and communicates regularly with stakeholders including but not limited to parents colleagues districts community and agency representatives.
Overseesall aspects of program delivery including but not limited to recruitment and staffing professional development evaluation of professionals and/or paraeducators and support staff.
Remains current on and ensures compliance with all state and national initiatives and regulations relative to each preschool program.
Acts as an instructional leader.
Collects collates analyzes and interprets information from varied data sources in order to ensure smooth programmatic function and fiscal responsibility.
Collaborates with IU and district administrators on meetings and committees in planning for effective supports and services to students.
Plans and delivers regularly scheduled staff meetings at each center.
Provides guidance to management team in the areas of staffing patterns job descriptions performance standards job priorities etc.
Recruits staff in partnership with management team and human resources.
Sets goals monitors provides feedback and evaluates management team staff annually.
Facilitates ongoing training in policies procedures and program requirements to staff.
Oversees orientation and pre-service training to new staff in conjunction with management team and human resources.

Supervisory Responsibility:
Provides leadership for employees within the Special Education Division. Is responsible for the overall direction coordination and evaluation of program. Directly supervises professional and paraprofessional employees assigned on a regional basis. Carries out supervisory responsibilities in accordance with the organizations policies and applicable laws. Responsibilities include interviewing hiring and training employees; planning assigning and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Physical Demands: The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this performing the duties of this Job the employee is regularly required to sit and use hands. The employee is frequently required to walk; reach with hands and arms and talk or hear. The employee may be required to stand for long periods and to climb or balance and stoop kneel crouch or crawl. The employee must frequently lift and/or move up to 10 pounds and occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision distance vision color vision peripheral vision depth perception and ability to adjust focus.


Travel: Ability to travel to many school district sites over many square miles


Position Type/Expected Hours of Work: This is a full-time 260-day calendar position. Days and hours of work are Monday through Friday. Hours of work are from 8:30 a.m. to 4:30 p.m. Hours are dependent on the needs of the districts. Occasional evening and/or weekend work may be required as job duties demand.

Education and Experience:
Education:

  • Masters degree and four to ten years related experience and/or training
  • Advanced degree with PDE Supervisor of Special Education and/or Principal Certification. (modular components of supervisor)


Experience:

  • Strong communication and interpersonal skills especially among colleagues staff member districts agencies and the general public
  • Expertise in planning supervising monitoring and evaluating the work performance of staff
  • Knowledge of education budgeting and budget management processes
  • Implementing and planning instructional programming and curriculum; creating and managing effective service delivery models
  • Knowledge of respective program policies and procedures related to special education.
  • Knowledge of state and federal laws rules regulations due process and requirements relating to special education
  • Knowledge of teaching principles best practices trends and approaches in education
  • Experience with curriculum staff development budgeting and contracts
  • Strong organizational time management and computer skills
  • Specialized knowledge of students with significant educational needs
  • Knowledge and experience with varied systems involving trauma informed approaches medical diagnosis appropriate interventions remediation programs community resources transition services low-income families mental health issues and medically-fragile students

Work Authorization/Security Clearance (if applicable): Citizenship or work authorization to work in the United States required.
