Description of Work

This is a full-time hybrid position.

The North Carolina Department of Revenue is recruiting for a HR Liaison and Trainer to work in our Submissions Processing Division (SPD). To support the tax laws of North Carolina the mission of SPD is to receive and process taxpayer submissions consistently efficiently and effectively while ensuring the confidentiality and integrity of that data. Our vision is to be a division that meets its quality targets sets a high standard for other Divisions and leads innovation for the Agency. The submissions processed annually by SPD account for well over 90% of total revenues collected and more than 11 million tax returns processed by the Agency.

Responsibilities and duties for this position include but are not limited to:
  • The planning and logistics for our annual tax season
  • Provides all the internal training of permanent and temporary employees
  • Collaborates with Central HR to create job advertisements and to set up job fairs
  • Updates the training curriculum for our new hire orientations and tax season employees
  • Responsible for creating updating and archiving employee reference materials maintains the hiring process which involves revising and updating job descriptions job requisitions screening applicants setting up interview and arranging pre-consultations with the managers as well as perform skills assessments
  • Responsible for on-boarding and off-boarding of all staff within the Division; may assist with other unit functions as applicable; adapt to changing work environments work priorities and organizational needs
  • Effectively deal with change and diverse people and effectively and timely learn new processes tax forms and computer systems
  • Always be mentally alert and maintain a high level of mental concentration work well under pressure and have up-to-date knowledge of changes in procedures and policies
  • Maintain records for all personnel issues in a confidential manner

Knowledge Skills and Abilities / Competencies

  • Demonstrated experience with live presentations leading and training a large audience of employees
  • Experience with recruitment including onboarding and offboarding and employee relation
  • Experience with compiling assimilating and organizing both printed and electronic information
  • Intermediate experience with office equipment and other relevant technology (software and systems) to meet organizational needs
  • Ability to multitask between dual roles using detailed skills and analyzing problems throughout the division
  • Ability to express ideas and concepts logically clearly and concisely before groups of varying size
Management Preferences: Prior HR recruitment or training experience but not required

Minimum Education and Experience Requirements

High school diploma or General Educational Development (GED) diploma and two years of related administrative experience; or equivalent combination of education and experience.
