BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
The Performance Management and Reporting Unit brings together different workstreams around output monitoring County Office Performance Management (including the Annual Performance Plan) and Country Office Annual Reporting (ACRs). It therefore represents a logical flow around the Implementation of the CSPs and reporting on results at Country Level.
The Performance Management and Reporting Unit is also responsible for the corporate systems that support this process namely COMET and SPRING and also engages with other stakeholders in defining business requirements for new systems. COMET (Country Office Tool for Managing Effectively) facilitates programme design implementation monitoring and reporting processes by automating and recording all the related business processes and data in a standardized format. It is a single platform with multiple modules including the CSPs Logframes the Needs-based Plans the Partnerships the FRN Food Release Notes and Distribution reports combining operational data providing quality evidence on programme performance and supporting informed and efficient decision-making.
Measuring and reporting on corporate performance enables the World Food Programme (WFP) to be more accountable to the people it serves and those who provide funds. Each year WFP plans monitors and reports on its operations to provide the best possible service to the people it assists using available resources efficiently and effectively. The Data Analyst will work closely with other WFP staff to analyse data develop models and generate insights that inform the output planning analysis and performance reporting processes.
Under the overall direction of the Chief of the Performance Management and Reporting Unit (APP-MP) and the direct supervision of the team leader for output monitoring data and systems the Data Analyst will contribute to the priorities of APP-MP through the responsibilities and deliverables defined below.
ACCOUNTABILITIES/RESPONSIBILITIES:
1. Maintain and enhance the dashboards in the performance tool COMET CONTROL PANEL and other new performance tools to support COs RBx Managers and HQ technical team to ensure data quality and availability in the corporate systems for decision making by senior management.
2. Supervise the updating of corporate guidance materials to reflect business processes in COMET and other systems related to partners distribution report.
3. Provide technical leadership for the quarterly beneficiary and transfer value numbers aggregation by further enhancing the methodology data collection methods and presentation of the quarterly performance snapshot and contribute to advanced analytics including time series and trend analysis based on monthly and quarterly data.
4. Provide guidance and advice to COs RBs and HQs teams on food transfer processes at a partner level including the data presentation and performance visualization to managers (Head of Programme DCD CD).
5. Lead the APP-MP engagement with the Supply Chain and Finance division for processes related to commodity movements and losses at a partner level LESS/COMET food reconciliations and closing stocks for Annual Financial Statements and CSP Resource Migrations.
6. Contribute to corporate guidance on commodity tracking by donor grant number (TDD) in collaboration with FIN and Supply Chain and support RB/COs by creating new visualization tools. This involves the tracking and reconciliation of commodity distribution to beneficiaries specifically for USAID and other Donors grants.
7. Champion the WFP quarterly performance data collection and analysis with a strong focus on utilizing data for better-informed decision-making. Leverage the deployment of Tableau to enable powerful visual analytics capabilities alongside the corporate platforms for data integration deep field data collection and corporate performance reporting.
8. Provide expert advice to the field in the use of output performance data and analytics so that WFP can stretch every dollar as far as possible for the people we serve.
DELIVERABLES AT THE END OF THE CONTRACT:
1. Successfully delivered food reconciliation KPI a generic SOP and recommendations for systems integrations leading to enhanced tracking of WFP food delivery and distribution to affected populations.
2. Developed and implemented enhanced performance metrics for commodity tracking management in line with internal audit recommendations including the creation of a comprehensive methodology for their effective roll-out.
3. Ensured consistency and clarity of output data management by providing necessary guidance tools and materials resulting in improved and timely corporate reporting.
4. Ensured the successful quarterly collection of estimated beneficiary data validating its consistency with systems data for accurate inclusion in various corporate reports.
5. Provided timely field support as required contributing to the relevant activities.
6. Ensured consistency and clarity of relevant COMET corporate materials including the IT and business documents manuals training and guidance.
7. Designed and implemented a comprehensive data literacy program for field programme staff empowering them to utilize available systems data generate insightful reports and identify potential risks and operational gaps effectively.

QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
Advanced university degree in Development/Business Economics Data Science Financial Management Business Administration/Management Performance Management Knowledge Management or Operations Management.
Data Experience:
Experience in at least one significant coordination role or project management role dealing with numerous parties/stakeholders. Experience with different IT tools for performance management will be an asset. At least 5 years (of which 3 international) of progressively responsible experience in information management and provision of guidance to the field at a corporate level liaison with COs RBs and HQs teams in delivery of the results.
Knowledge & Skills:
1. Knowledge of information management principles with the ability to identify and present data for different reporting and management purposes
2. Knowledge of data quality control and assurance mechanisms
3. Technical knowledge of WFP corporate systems such as WINGS COMET LESS DOTS and reporting platforms (BO Tableau MoDa)
4. Practical knowledge on how WFPs monitoring data is collected compiled analyzed and presented for management decisions programme adjustment and donor reporting;
5. Knowledge of quality assurance approaches and methods;
6. Knowledge on how to work with relevant technology and procedures (e.g.: web-based databases and other statistical applications) to collect organize share and use corporate information.
7. Strong time management skills with an ability to plan ahead anticipate requirements;
8. Ability to resolve problems and obstacles mange competing tasks and priorities successfully to deliver against tight deadlines;
9. Proven ability to develop quality reports data visualization and analyses;
10. Self-motivated and able to work independently;
11. Experience in building capacity of others through formal and informal training processes;
12. Ability to deal patiently and tactfully with people of different national and cultural backgrounds;
Languages: Language: In addition to a high proficiency in written and spoken English knowledge of a second UN language is an asset.
