JOB TITLE: Aviation Systems Manager
TYPE OF CONTRACT: STP P-3
UNIT/DIVISION: Quality Assurance Unit Aviation Service (SCDA)/SCD
DUTY STATION (City Country): Rome Italy
DURATION: 6 Months
BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
Provide analysis recommendations and overall support to ensure operational efficiencies in the Aviation quality assurance process. Aviation has some key unique software/systems requirements that require a dedicated skilled staff who in coordination with the Technology Division (TEC) can develop maintain and update regularly to ensure their functionality and integration into WFP systems. The incumbent will also support the Aviation Safety Unit (POA) in the development and maintenance of the necessary systems for evaluation and risk management.
ACCOUNTABILITIES/RESPONSIBILITIES:
1. Under the supervision of the Head of Quality Assurance Unit SCDA the incumbent will review the various quality assurance processes in aviation manage corporate tools to streamline monitoring of performance with a view to enhancing reporting and compliance:
a. Evaluate existing operational tools (TakeFlite Indigo Sat among others) provided by external service providers and provide advice on functionality and technical aspects to improve the user experience.
b. Propose software improvements (to in use packages) to reduce workload for HQ Units and Field operation improving data availability availability of analyzed and visualized information for improved decision making.
c. Maintain Quality Assurance Evaluation Tracking System (QAETS) - a system designed to track findings (from multiple sources) ensuring easy presentation.
d. Development of additional features of the Performance Management Tool: automating aircraft charter offers evaluations visualizing operational and strategic effectiveness and operational efficiency.
e. Improve the Environmental Module and WFP Aviation Service CO2 emission calculation methodology in PMT enabling implementation of WFP Aviation Environmental program.
f. Development of WFP Aviation KPIs dashboard that provides a snapshot of WFP Aviation performance.
g. Management of the WFP Aviation Library: update and maintain the content communicate new content to the AFOs produce quarterly reports.
h. Improve the web-based Aircraft chartering market trend tool tracking all aircraft charter offers received by WFP Aviation and present market trend by type of aircraft area of operation offering for AOC country AOC among other parameters.
i. Manage and coordinate external training of aviation staff on new software (PMT QAETS) and manage training schedules and materials (Take Flite).
j. Develop and deliver training on usage of newly in house developed tools as applicable.
k. Harmonize all aviation software such as PMT to ensure compatibility and ease of data exchange between the platforms for ease of data analysis and ensure integration with ASU dedicated systems in all applicable.
l. Ensure all required data for integration of in use software are correctly entered ensuring accuracy in presentation of information used for decision-making.
2. Aviation Safety Unit support responsibilities:
a. Continuous update and development of the ASU auditing (risk evaluations) and risk analysis computer-based program (Standard Monitoring and Implementation Level Evaluation Program- SMILE) including the update to the risk assessment process and registry functions for the Operator Risk Evaluations (ORE) Risk Estimation Process (REP) applicable for emergency requests - and Air Transport Contracts Committee (ATCC) ASU Advise.
b. Update ASU programs to include performance indicators and targets from the ASU processes including visualization of indicators specifically in the developing of information dashboards.
c. Technical focal point for the occurrence reporting system program ECCAIRS and responsible for updating and installing program for staff members as directed by CASU to include the respective training development.
d. Administration and maintenance of SMILE central database to enable data availability and data recovery if necessary
e. Maintain ECCAIRS and PMT databases and support the ASU personnel in any required data analysis as well as development / update of the Aviation Safety Performance Indicators.
f. Coordination with ASU personnel integrating safety data software in order to ensure consistency of safety guidance; including instruct and support ASU staff in use of new/updated functions including installation and updates and drafting the correspondent Work Instructions for CASU approval.
g. Upgrade functions for analyzing completed evaluations for identifying area and operators of concern including for Critical and Major findings based on performed evaluation (per air operator per organizational area and sub area).
h. Developing an internet-based functionality for the SMILE program to allow synchronization from regional offices daily.
i. Take over ASO-IR tasks as assigned by CASU and when accepted by the supervisor (Head QAU) in all related with ASO-RI management of information from SMILE (e.g.: issuing audit draft and final reports issuing the aviation safety risk register etc.) in the case of absence of the mentioned Aviation Safety Officer.
3. In general
a. Act as help desk for aviation staff (24/7) with regards to aviation specific software packages.
b. Perform any other Information Systems and Software related tasks assigned by the administrative supervisor.
DELIVERABLES AT THE END OF THE CONTRACT:
Improved Performance Management Tool and Standard Monitoring and Implementation Level Evaluation Program.
WFP Aviation Quality Assurance activities implemented to operationalize WFP Aviation Strategy.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Competencies:
Professionalism: Professional level of ICT skills; high standards of accuracy consistency and faithfulness to the spirit style and nuances of the original Programme; acceptable grasp of the Aviation subject matter; ability to use all sources of references ability to maintain a certain speed and volume of output ta king into account the difficulty of the Programme and the specified deadlines.
Planning and Organizing: Ability to establish priority and to plan co-ordinate and monitor own work. Teamwork - Good coordination with other people working on same software to ensure consistency of safety guidance; demonstrated ability to gain the support and cooperation of others in a team endeavor with sensitivity and respect for diversity.
Communication - Good interpersonal and communication skills. Technological Awareness - Computer expert and familiarity with programming.
Enabling timely and correct decision making by ensured reliability and data availability with providing continuous support to WFP Aviation staff in all aviation software.
Education: Education Requirement: Advanced university degree in Computer Science engineering or another relevant field.
Experience:
At least 5 years of relevant progressively responsible experience in the field of Information Technology and Computer Science with specific focus on aviation systems.
Knowledge & Skills:
Proven in-depth work experience with MS SQL Server database design and architecture database interoperability.
High computer skills on word processors excel spreadsheets communication software and database to provide adequate software programme.
Languages:
An excellent knowledge of English Aviation language including technical computer terminology. A second UN language at least at level B is desirable.
