The Agency

The General Services Agency (GSA) is made up of Fleet Services Facilities Procurement Special Services Security and Business Support and the Parks Department. The agency is responsible for a broad spectrum of services to all the County departments and agencies. It requires a very diverse workforce to accomplish the GSA mission of contributing to the quality of life in Ventura County by partnering with their customers to provide expertise and cost-effective service delivery and foster the preservation of natural resources.


The Position
Under close (level I) or general (level II) supervision the Facility Maintenance Supervisor I/II performs progressively complex engineering-related field and office duties and oversees the work of Trades and Maintenance Engineers and support personnel in an assigned County facility and performs related duties as required.

The successful candidate will have thorough to comprehensive knowledge of and good judgment regarding building systems and maintenance; corrective and preventive maintenance; contract management; electrical mechanical plumbing and indoor environment control systems; in addition they will possess outstanding communication and customer service skills and the ability to effectively lead direct and train subordinate staff; and maintain productive collegial interpersonal relationships.

The ideal candidate will have an extensive experience applying engineering science and technology to commercial industrial and/or large campus-type facilities maintenance including experience managing repair and maintenance contracts tracking expenses adhering to annual budgets and recommending cost-effective solutions.

PAYROLL TITLES AND APPROXIMATE SALARIES:
Facility Operation Specialist I $3308.69 to 4734.26 biweekly
Facility Operation Specialist II $3673.31 to $5242.25 biweekly


WHAT WE OFFER:


  • Merit Increases New employees are eligible for an initial 5% merit increase within the pay range upon completion of at least 1040 hours (approximately 6 months) assuming work meets satisfactory standards. Subsequent merit increases within the pay range will be upon completion of each additional 2080 hours (approximately one year) from the initial merit increase.
  • Educational Incentive -An educational incentive of 2.5% for completion of an associate degree 3.5% for completion of a bachelors degree OR 5% for completion of a graduate degree.
  • Vacation Accrual New regular full-time employees shall accrue approximately 14 days of vacation a year for the first 10400 hours or 5 years of service; vacation accruals increase atand 20 years of service topping out at 26 days a year and 400 hours of vacation hours banked.
  • Annual Leave Redemption Upon using eighty (80) hours of annual leave during the preceding calendar year an employee may request to cash in or redeem up to 80 hours of vacation accrued in the same year after using 80 hours of vacation in the preceding 12 months.
  • Sick Leave - Full-time regular employees accrue 3.08 hours of sick leave per bi-weekly pay period with an advance at hire of 40.04 hours which will be balanced at the completion of 13 bi-weekly pay periods.
  • Deferred Compensation - Eligible to participate in the Countys 401(k) Shared Savings Plan and/or the Section 457 Plan. This position is eligible for up to a 3.00% match on your 401(k) contributions.
  • Health PlansFull-time employees are given a flexible credit allowance of $702 per biweekly pay period to offset the purchase of medical dental and/or vision insurance for you and your dependents.
  • Flexible Spending Accounts- Pre-tax benefit towards eligible medical dental and vision care and/or dependent care expenses.
  • Pension Plan-Participation in the Countys defined pension plan which has reciprocity with CalPERS.
  • Holidays- 12 paid days per year which includes a scheduled floating holiday.

These are entrance requirements to the examination process and assure neither continuance in the process nor placement on an eligible list.

EDUCATION TRAINING AND EXPERIENCE
Considerable experience performing building maintenance management which has led to the acquisition of the required knowledge skills and abilities. The required knowledge skills and abilities also can be obtained by completion of a bachelors degree in engineering or a related field and three years (Level I) or four years (Level II) of experience operating and maintaining a large facility including planning and estimating construction and maintenance projects.

NECESSARY SPECIAL REQUIREMENTS

KNOWLEDGE SKILLS and ABILITIES

Thorough (Level I) to comprehensive (Level II) knowledge of:
  • Current principles of electrical and mechanical systems;
  • Acceptable standards principles and practices and principles in facility maintenance management including building systems planning scheduling safety concerns inspections scheduled maintenance methods and contracting;
  • Modern methods materials and equipment used in the construction of buildings sewer systems water systems climate control systems and building security systems;
  • Principles and processes for providing quality customer service;
  • Supervisory and management practices including discipline training and performance evaluation techniques personnel principles;
  • Computer systems applications related to building maintenance.
Some knowledge of:
  • The practical application of engineering science and technology;
  • Budgeting techniques including tracking expenditures recommending cost-effective solutions and compliance with budgetary controls.
Thorough (Level I) to comprehensive (Level II) ability to:
  • Supervise motivate train and direct staff; including administering the Agencys safety program;
  • Evaluate develop select and use both agency and contract resources;
  • Model effective customer services practices;
  • Resolve conflicts and problem solve in a creative and positive way;
  • Communicate effectively both orally and in writing;
  • Develop and maintain productive professional and collegial interpersonal relationships;
  • Assess customer needs meeting quality standards for services and evaluating customer satisfaction;
  • Use good engineering judgment effectively manage a large workload and remain flexible in response to changing organizational goals and deadlines;
  • Operate office computer systems and civil engineering equipment.
  • Plan schedule and coordinate small projects
Skill in:
  • Applying principles techniques procedures and equipment to the design of facility and construction systems.

TRAINING & EXPERIENCE EVALUATION
A Training and Experience Evaluation (T&E) is a structured evaluation of the job application materials submitted by a candidate including the written responses to the supplemental questionnaire. The T&E is NOT a determination of whether the candidate meets the stated requirements; rather the T&E is one method for determining who are the better qualified among those who have shown that they meet the stated requirements. In a T&E applications are either scored or rank ordered according to criteria that most closely meet the business needs of the department. Candidates are typically scored/ranked in relation to one another; consequently when the pool of candidates is exceptionally strong many qualified candidates may receive a score or rank which is moderate or even low resulting in them not being advanced in the process.

NOTE: The selection process will likely consist of an Oral Exam which may be preceded or replaced with the score from a Training and Experience Evaluation (T&E) contingent upon the size and quality of the candidate pool. In a typical T&E your training and experience are evaluated in relation to the background experience and factors identified for successful job performance during a job analysis. For this reason it is recommended that your application materials clearly show your relevant background and specialized knowledge skills and abilities. ORAL EXAMINATION - 100%
A job-related oral examination may be conducted to evaluate and compare participating examinees knowledge skills and abilities in relation to those factors which job analysis has determined to be essential for successful performance of the job. Examinees must earn a score of seventy percent (70%) or higher to qualify for placement on the eligible list.

If there are three (3) or fewer qualified applicants an examination will not be conducted. Instead a score of seventy percent (70%) will be assigned to each application and each applicant will be placed on the eligible list.

Candidates successfully completing the examination process may be placed on an eligible list for a period of one (1) year.The eligible list established from this recruitment may be used to fill present and future Regular (including Temporary and Fixed-term) Intermittent and Extra Help vacancies for this and similar positions only. There are currently two (2) Regular vacancies in the General Services Agency.

If appointed at the lower level the incumbent may be promoted to the higher level without further exam upon meeting the minimum requirements demonstrating satisfactory performance and in accordance with the business needs of the department.

BACKGROUND INVESTIGATION
Applicants will be subjected to a thorough background investigation which may include inquiry into past employment education criminal background information and driving record.
The selected candidate for this position must also undergo a Sheriff and in-depth Probation Department Background investigation and receive clearances from both departments prior to hiring. Maintaining such clearances is a condition of employment.
