Job Description

Main Responsibilities

The Finance Officer SFL will part-time support in managing financial policies budgets accounts payable and receivable review and process payments data entry of accounting records and conduct financial analysis for cost efficiency. Additionally the Finance Officer will support procurement processes ensure compliance with regulations maintain records and collaborate with the Procurement & Finance Programme Manager to align financial resources with programme objectives.

Major Duties

Procurement Management

  • Support the procurement process including solicitation of bids and evaluation of proposals.
  • Ensure compliance with procurement regulations and guidelines.
  • Assist in negotiating and managing contracts with vendors suppliers and service providers.

Programme Financial Management

  • Assist in the development and implementation of financial policies and procedures.
  • Support the preparation and monitoring of budgets forecasts and financial reports.
  • Manage accounts payable and receivable ensuring timely and accurate processing of transactions.
  • Responsible for review and process of payments and data entry of payments and accounting records in Sage.
  • Reconcile the contract information in Sage and ensure the data is complete and accurate.
  • Conduct financial analysis to identify areas for cost reduction and efficiency improvement.
  • Coordinate audits and supervise document filing.

Administrative Oversight

  • Provide support to staff to ensure efficient programme operations.
  • Maintain programme records including financial documents contracts procurement files and No-objections.
  • Ensure compliance with organizational and AFD policies and procedures as well as local laws and regulations.
  • Update project inventory and supervise service providers.
  • Support administrative tasks and ensure efficient operations.

Compliance and Reporting

  • Ensure compliance with financial regulations and reporting requirements.
  • Assist in the preparation of financial statements and reports for stakeholders.
  • Coordinate audits and financial reviews addressing any findings and implementing corrective actions.

Resource Management

  • Assist in the allocation and utilization of financial resources.
  • Provide financial training and support to programme staff.
  • Collaborate with programme managers and stakeholders to ensure financial resources are aligned with programme priorities and objectives.
  • Ensure procurement activities adhere to WWFs environmental and social safeguards.

Safeguards Compliance and Risk Management

  • Ensure adherence to internal policies and external regulations including social and environmental safeguards.
  • Identify and mitigate financial administrative procurement and grant management risks.
  • Implement and monitor internal controls.

Other Duties 

  • Perform additional tasks assigned by the supervisor. 
  • Set up a clear digital documentation storage system for audit purposes. 

Qualifications :

  • Min. Bachelors degree in Finance Accounting Business Administration or a related field. 
  • At least five (03) years of relevant professional experience preferably within the NGO sector. 
  • Knowledge of financial regulations and compliance requirements. 
  • Experience in budgeting financial analysis and reporting.
  • Experience working with international donors. 
  • Expertise in procurement management vendor relations and grant management including donor reporting is a pre.
  • Strong communication and organizational skills. 
  • Excellent computer skills including experience with Microsoft Office. 
  • Excellent oral and written communication skills in Dutch and English and Sranan Tongo is an asset.

Additional Information :

Working Relationships

Internal

The Finance Officer SFL will work under the supervision of the Procurement & Finance Programme Manager and maintain close contact with the F&A department of WWF-Guianas. The Finance Officer will collaborate with technical and operations team members across Suriname and Guyana and with other Network Offices.

External

Government donors public authorities CSOs private sector and local communities.
