You will be updated with latest job alerts via emailThe Buncombe County Bureau of Identification is a small department with 2 divisions focused on specific tasks in support of law enforcement agencies and residents of the County. The ID Bureau processes request for Concealed Handgun Permits and renewals on behalf of the Buncombe County Sheriffs Office. At the request of authorized agencies or residents we collect fingerprints conduct background checks and/or provide sensitive information from Criminal Justice Information Systems (CJIS). Centralized Data Entry (CDE) is a 24/7 operation that processes sensitive information and manages data in direct support of law enforcement while maintaining the Master Name Index for accuracy and accountability. Both divisions manage vital records as well as other processes directed by County and State policy. These activities involve the use of various data management systems that include JMS RMS and CAD. The ability to use CJIS is required by every employee and DCI is required for specific employees based on their position or assignment. This complex operation bases its success on the people it employs. The dedicated employees of the ID Bureau/CDE build and maintain solid partnerships with stakeholders while relying on a team focused approach to accomplishing goals. Providing support and encouragement to one another as well as communicating effectively is important in every part of the operation. An Identification Bureau employee is in a position of trust and must represent the Countys core values. Identification Technicians are responsible for collecting information monitoring analyzing and processing assigned requests assisting residents and law enforcement with accurate data collecting payments for transactions and providing quality customer service. This position works closely with the Administrative Offices of the Courts law enforcement and the public. Several activities and processes of the ID Bureau are regulated and must maintain compliance with Federal State and County regulations.
The ideal candidate for this position will have proven experience in the areas of data collection customer service cash-handling organization records maintenance workflow process creation and problem-solving along with strong teamwork and communication skills.
Additionally Buncombe County has a very rich benefits package including an 8% contribution to our 401(k) which is a free contribution not a match. Purpose of the position:
The purpose of this position is to perform skilled technical work as related to the classification and maintenance of criminal fingerprints preserving identification and arrest records expungements and entering of concealed carry permits.
Minimum Education Training and/or Experience (required at time of hire): High School diploma or equivalent; two (2) years of experience in criminal justice; or an equivalent combination of education and experience.
License or Certification Required by Statute or Regulation: Division of Criminal Information (DCI) Certification and appointment as a North Carolina Notary Public are required at the time of hire or must be obtained within six (6) months of employment.
Essential Functions of the Position:
Capture civilian and law enforcement fingerprints using both ink and electronic methods and classify criminal fingerprints using Henry and NCIC systems.
Verify and catalogue arrest photos within a database; research and compile criminal arrest histories for the courts law enforcement businesses and public; maintain and deliver criminal records to the courts.
Incorporate scanning technology upon demand within the electronic document management system (EDMS).
Create and maintain electronic data; within the Records Management System (RMS) in verifying and maintaining data related to personal identification.
Identify deceased persons through photographs fingerprints and related methods.
Process petitions and order of expunctions of arrest and photos in a timely manner.
Process concealed carry permits by accurately entering information into the system.
Recover and manipulate information from Permitium to process Concealed Handgun Permits.
Ability to properly apply NC Notary and certify documents.
Use of CCTV to monitor and track incidents.
Use of DCI to make changes to information on CHP documents
Prepare and process daily deposit.
Perform other related duties as assigned.
Knowledge Skills Abilities:
Knowledge of all methods of collection of fingerprint identification
Knowledge of good customer services practices and communication
Intermediate knowledge of computer operating systems to include Microsoft Office Suite Excel etc.
Aware of process procedures and maintaining control and handling Personal Identification Information
Maintaining confidential and sensitive information in the interest of public trust
Acquire and maintain knowledge relevant to NC Concealed Carry Laws and relay information as needed
Ability to identify fictitious or counterfeit documents to deter illegal CHP issuance
Ability to collaborate with other counties to manage in-state transfers and provide proper guidance to out-of-state CHP holders on NC requirements
Ability to process incoming mail and respond or distribute to proper authority
Ability to operate the Administrative Office of the Courts Court Information System and ACIS
Knowledge of One Solution Computer Automated Dispatch and the ability to create and make assignments
Knowledge of the Federal Bureau of Investigation (FBI) modifications and extensions of fingerprint classification.
Knowledge of the Henry Knowledge of System of fingerprint classification and the National Crime Information Center (NCIC) System of fingerprint classification.
Knowledge of the proper use of Automated Fingerprint Identification System (AFIS).
Knowledge of the standard methods practices records and procedures of federal and state law enforcement agencies and their operations.
Skill in verifying arrest photos identities and entering into database.
Skill in creating and maintaining accurate criminal histories.
Skill in working with the general public and law enforcement officers.
Ability to work effectively with co-workers and others in a close setting.
Ability to incorporate advanced technical training into daily work.
Ability to maintain and manipulate data within several computerized databases (CJIS DCI AOC PhotoLog CrimeCheck etc.).
Ability to operate and initiate the Electronic Document Management System (EDMS).
Ability to grow professionally as systems and technology changes.
Ability to exercise discretion with sensitive legal documents and materials.
In order to uphold internal pay parity and equity salaries are non-negotiable for new and current Buncombe County employees. All new employees are paid according to their years of relevant education and experience above minimum requirements for the position and employees have the opportunity to obtain pay increases via cost of living increases and promotions.
