Main Purpose of Job

To manage the provision of library and information services and develop programs for inmate using current library practice and technology a defined by Correctional Education library policies and procedures and Division of Correction regulations.

POSITION DUTIES

Oversight of Correctional Education Library Services - Assist the Director of Correctional Education by coordinating library and management system services in support of the various goals and objectives of the Correctional Education program.

Delivery of Service- Open and operate the library in accordance with a standard operating schedule and in conformity with Correctional Education Library policies and procedures and Division of Correction regulations. Develop programs to meet the information and reentry needs of inmates.

Planning- Plan for the implementation promotion and delivery of services that meet the needs of the full institutional population. Design institutional procedures to ensure increasing usage access and information delivery. Develop collection based on population needs mission of correctional education and reentry needs of inmates.

Record Keeping- Maintain all records in compliance with library policy meeting departmental standards for accessibility uniformity and confidentially. Prepare written reports monthly.

Program Evaluation- Evaluate monthly statistics and set goals to improve usage where it is incongruent with the size of the institutional population or lower than usage in other Correctional Education libraries of similar size.

Management- Recruit train and supervise inmate aides to work in the library in accordance with Correctional Education library goals and objectives. Participate in professional development learning opportunities to assure that skills are consistent with current library practice and with information retrieval and delivery techniques.

MINIMUM QUALIFICATIONS

Education: Possession of appropriate educational credentials as determined by the Maryland State Board of Education.

Experience: None.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicantswho possess the following preferred qualification(s).Include clear and specific information on your application regardingyour qualifications.

1. Experience working with incarcerated individuals.
2. One year of professional library experience.

LICENSES REGISTRATIONS AND CERTIFICATIONS

Librarians in State operated school programs are required to acquire and maintain certification in the State of Maryland per Section 6-101 of the Education Article of the Annotated Code and Code of Maryland Regulations (COMAR) 13A.12.01.03B(2).Applicants recommended for appointment will be required to complete an Authorization and Verification of Credentials. Information on requirements for certification and procedures for application may be obtained from the Maryland State Board of Education 200 W. Baltimore Street Baltimore MD 21201-2595.

SPECIAL REQUIREMENTS

ESSENTIAL KNOWLEDGE/SKILLS/ABILITIES: Candidates should have knowledge of the principles and practices of adult education; knowledge of instructional planning and teaching methods; skill in the use of assessment instruments; ability to develop appropriate educational goals and objectives; ability to establish andmaintain an effective learning environment; ability to communicate effectively; both orally and in writing.

CONDITIONS OF EMPLOYMENT: Employees in this classification are subject to Substance Abuse Testing in accordance with Code of Maryland Regulation 17.04.09 Testing for Illegal Use of Drugs. All potential applicants shall be screened for security purposes prior to being offered a position. This screening is a routine procedure for all employees required to work in State Correctional Institutions and shall consist of fingerprinting credit check and background investigation by the Maryland State Police. Proof of eligibility to work in compliance with the Immigration Reform and Control Act is required. Maryland Department of LaborsCorrectional Education Program operates in Maryland state correctional facilities in partnership with theDepartment of Public Safety and Correctional Services (DPSCS). As an employee of this Program you muststrictly adhere to the DPSCSs Standards of Conduct and Internal Administrative Disciplinary Process. Anyviolation of those standards may subject you to DPSCS disciplinary measures including the barring of yourentry from State correctional facilities. Should this occurMaryland Department of Labormay then remove you from your position and ifthere are no comparable positions available for which you are qualified and from which you have not beenbarred your employment may be terminated.

SELECTION PROCESS
