Introduction

This is a position specific recruitment for the Maryland Department of Natural Resources Forest Service. This recruitment will be used to fill current vacancies for the position and may be used to fill future vacancies in the same classification/function. Future vacancies may also be filled via other recruitments. The resulting eligible list will be maintained for one year.

Main Purpose of Job

Job functions include forest stewardship plan preparation data collection reforestation plans forest fire protection GIS mapping riparian buffer establishment invasive species monitoring and control assisting with State timber sale administration Forestry Board interaction BMP monitoring and urban forestry assistance. This position will provide forestry expertise to County planning staff to maintain forests under development pressure identify areas in need of reforestation and ensure that sustainable forestry initiatives are being implemented on private and State land. This position will work on State Forest land within the project area.

This position is responsible for delivering all Forest Service programs within a two-county Project area in Central Maryland (Baltimore and Carroll Counties) with a primary focus on delivering services to private landowners in Carroll County. Programs include Forest Stewardship Fire and Resource Protection Watershed Management and Urban and Community Forestry. Position provides technical forestry expertise to forest landowners through the preparation and implementation of forest stewardship plans implements a variety of tree planting programs including reforestation and stream buffer tree plantings responds to wildfires and implements urban forestry program activities. Position also ensures state sediment and erosion control best management practices are being carried out correctly on forest harvest operations provides local forestry expertise to partner agencies and conservation organizations and serves as primary liaison to the Carroll County Forest Conservancy District Board. These forestry activities directly support the Departments goal of conserving the natural resources of Maryland and protecting the Chesapeake Bay.

POSITION DUTIES

The Department of Natural Resources Forest Service Central Region is seeking applications for a Forester position responsible for overseeing all forestry programs in Carroll County with potential support in Baltimore County. The Forester will lead the implementation and coordination of a wide range of forestry activities on both private and State Forest lands. Key duties include preparing forest stewardship plans conducting forest inventories administering timber sales implementing forestation projects protecting forest resources suppressing wildfires conducting prescribed burns and applying Best Management Practices (BMPs). The role also involves delivering forestry education and supporting urban and community forestry initiatives. These efforts are vital to advancing the Departments mission to conserve Marylands natural resources and protect the Chesapeake Bay.

MINIMUM QUALIFICATIONS

Education: A Bachelor of Science degree in forestry from a school of forestry accredited by the Society of American Foresters.

Experience: None.

Notes:

1. Candidates may substitute the possession of a Master of Science degree approved by the State Board of Foresters for the required Bachelors degree.

2. The education requirement is pursuant to Business Occupations and Professions Article Sections 7-206 and 7-304 of the Annotated Code of Maryland.

may substitute U.S. Armed Forces military serviceexperience as a commissioned officer in the natural resourcesmanagement and biological sciences classifications or naturalresources management and biological sciences specialty codes inthe forestry field of work on a year-for-year basis for the required education.

DESIRED OR PREFERRED QUALIFICATIONS

  • Experience with conducting forest inventory data collection and forest management plan preparation.
  • Experience with wildfire suppression and heavy equipment operation.
  • Experience with GIS programs and mapping

LICENSES REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operators license valid in the State of Maryland.

SPECIAL REQUIREMENTS

1. Candidatesappointed to positions inthis classification will be subject to assignment in any county of the State. Upon permanent appointment the employee will be required to reside in the county or region to which they are assigned.

2. Employees in this classification are subject to call-in and therefore are required to submit a telephone number where they can be reached in case of forest fire emergencies.
