GENERAL DESCRIPTION:


Elevate your legal career and find a healthy work-life balance by joining the Wyoming Office of the Attorney General. We are presently seeking highly motivated organized and professional applicants for an Accounting Manager I position with the Administrative Division.

This position will provide complete budget fiscal and procurement oversight for the Attorney Generals Office through executive level decision making and independent judgment; establish policies and procedures to minimize potential problems; identify and resolve any problems; provide budgetary and fiscal counsel to the Attorney General and all division directors; monitor resources to ensure agency operations continue unimpeded; and supervise and mentor agency fiscal staff.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function that may be performed in the job level.


  • Advise and counsel agency management as to how best to monitor and manage their respective budgets.
  • Communicate regularly with the Attorney General Chief Deputy Attorney General and deputy directors of all agency operating divisions.
  • Maintain day-to-day oversight of all agency fiscal functions.
  • Prepare monitor and maintain constant control and knowledge of agency appropriations biennium budget supplemental budget budget reduction plans NAFR and B-11 requests.
  • Review research interpret implement and understand federal and state statutes rules and regulations and proposed state statutes and advise agency management of impact to their respective areas of responsibility.
  • Establish and manage work standards timetables procedures and methods of operations for the agencys fiscal unit.
  • Design and supervise multiple fiscal control systems to compile and ensure the integrity of the agencys fiscal information.
  • Provide accurate projections of the agencys short-term and long-term financial and project requirements across all programs.
  • Oversee all purchasing accounts payable inventory fixed asset vehicle management contract grants and accounts receivable and federal funds for the entire agency.
  • Work with and provide information for Federal or State auditors.
  • Enforce state rules and policies including but not limited to personnel budgeting procurement public records laws and accounting.

  • Ability to prepare administer and manage multiple budgets and fiscal operations.
  • Ability to manage time and work well under pressure with multiple priorities.
  • Ability to effectively communicate with partner agencies legislative committees fellow employees and other entities to ensure smooth flow of operation.
  • Ability to supervise staff effectively and provide a leadership presence necessary to accomplish tasks through team effort.
  • Ability to make complex decisions based on law practice and relevancy using sound judgment based on current knowledge theory and standards of practice.
  • Ability to exercise independent judgment.
  • Ability to maintain confidentiality.
  • Ability to establish effective internal and external partnerships and working relationships.
  • Ability to think critically to identify potential problem areas before the problems occur and devise solutions to prevent them.


MINIMUM QUALIFICATIONS:

Education:
Bachelors Degree (typically in Finance)
Experience:
2-4 years of progressive work experience (typically in Finance) with acquired knowledge at the level of a Principal Accountant
OR
Education & ExperienceSubstitution:
5-7 years of progressive work experience (typically in Finance) with acquired knowledge at the level of a Principal Accountant
