Accountant I:
Under general supervision performs a variety of professional accounting work of moderate complexity related to the preparation and maintenance of municipal accounting records and procedures; examines analyzes and verifies financial data and records; assists other professional or management staff by performing tasks that require an understanding of the principles of accounting; and performs related accounting and financial work as required. An AccountantI is expected to exercise good judgment and to apply generally accepted accounting principles. With progressive experience greater independence of action will be exercised.
Accountant II:
Under general supervision performs the full range of complex professional accounting work related to the preparation and maintenance of municipal accounting records and procedures; examines analyzes and verifies financial data and records; and prepares statistical and financial reports and performs related accounting and financial work as required. Successful performance requires a thorough knowledge of governmental accounting principles practices and procedures. An Accountant II is expected to work independently exercise sound judgment and apply generally accepted accounting principles to ensure the accuracy and integrity of records for specific aspects of the Citys finances.
DISTINGUISHING CHARACTERISTICS
Accountant I
This is the entry level position in the professional accounting class series. An Accountant I performs a variety of professional accounting work of moderate complexity in the areas of accounting and auditing of financial transactions; examines analyzes maintains reconciles and verifies complex financial records prepares mandated federal and state financial reports and assists other professional or management staff by performing tasks that require an understanding of the principles of accounting. An AccountantI is expected to exercise good judgment and to apply generally accepted accounting principles. With progressive experience greater independence of action will be exercised.
SUPERVISION RECEIVED AND EXERCISED
Receives general direction and supervision from the Finance Director or higher-level Accounting Department staff.
Accountant II
This is the fully qualified journey-level position in the professional accounting class series. An Accountant II performs a variety of professional accounting work in the areas of accounting and auditing of financial transactions; examines analyzes maintains reconciles and verifies complex financial records prepares mandated federal and state financial reports. Work in this class is distinguished from that of Accountant I by the greater complexity of assignments received and by the greater independence with which to perform the work. Work may include providing guidance and direction to subordinates when assigned. An Accountant II is expected to work independently exercise good judgment and apply considerable knowledge of the principles and practices of governmental budgeting accounting and auditing.
SUPERVISION RECEIVED AND EXERCISED
Receives general direction and supervision from the Finance Director or higher-level Accounting Department staff. The Accountant II may provide technical guidance to lower level accounting staff.
Accountant I
Knowledge of:
- Generally accepted accounting theory principles and practices and their application to a wide variety of accounting transactions.
- Principles practices and terminology of governmental accounting budgeting and auditing.
- Principles of financial administration including budgeting and reporting.
- Principles and practices of cost accounting in a public agency.
- Current computer systems and application programs such as Microsoft Office Suite; automated financial management systems spreadsheets and financial transaction processing and report preparation.
- Applicable laws codes and regulations affecting municipal finance administration.
- Principles of financial auditing and reconciliation.
- Financial and statistical research and analysis techniques.
- Effective time management principles and practices.
- Standard office practices and procedures including the use of standard office equipment.
- English grammar vocabulary syntax spelling and punctuation at a level sufficient to perform the duties of the position and communicate and write in a clear concise and understandable manner for staff and the public.
- Techniques for providing a high level of customer service by effectively dealing with the public vendors contractors and City staff.
Ability to:
- Analyze review interpret and reconcile financial data reports and transactions.
- Verify the accuracy of financial transactions and reports.
- Ensure proper authorization and documentation for disbursements and transactions.
- Learn and work with modern integrated financial systems (Enterprise Resource Planning (ERP) systems).
- Analyze accounting and financial data generated by computer-based finance systems.
- Prepare clear concise and accurate financial and accounting reports and records.
- Learn understand interpret and apply complex guidelines and procedures.

EDUCATION AND EXPERIENCE
Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Accountant I
Education: Possession of a Bachelors degree from an accredited four-year college or university with major coursework in accounting finance or a closely related field.
Experience:A minimum of one (1) year of experience performing professional technical or clerical level accounting work. Experience working in a municipal environment is highly desirable.
Accountant II:
In addition to the above knowledge and ability qualifications required for Accountant I the following are knowledge and ability qualifications for Accountant II:
Knowledge of:
- Thorough knowledge of the principles practices theory and terminology of governmental accounting budgeting and auditing.
- Cost accounting principles and systems and internal controls.
- Advanced knowledge of accounting systems as they relate to data processing operations.
- Principles of payroll processing management and reporting.
Ability to:
- Perform a wide variety of complex professional accounting work.
- Assist in developing modifying recommending and implementing financial record keeping and reporting systems.
- Interpret and apply complex legal and procedural regulations and guidelines pertinent to governmental accounting auditing and fiscal operations.
- Perform work with considerable independence and make sound judgments within established guidelines.
- Analyze and evaluate accounting auditing and fiscal data and develop logical conclusions.
- Analyze and prepare budget projections.
- Train and provide technical guidance to less experienced accounting staff.
EDUCATION AND EXPERIENCE
Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Accountant II
Education: Possession of a Bachelors degree from an accredited four-year college or university with major coursework in accounting finance or a closely related field.
Experience:A minimum of two (2) years of experience performing professional level accounting work preferably in a public agency. Experience working in a municipal environment is highly desirable.
Working Conditions and Environmental Conditions:
Work in a typical office environment utilizing computers. Duties require positions to on a continuous basis sit at a desk for long periods of time; intermittently twist to reach equipment surrounding desk; perform simple grasping and fine manipulation; use telephone write or use a keyboard to communicate through written means; and lift or carry weight of 10 pounds or less.
SELECTION PROCESS

As a result of the selection process an eligibility list of qualified candidates will be established to fill current and future vacancies as long as the eligibility list remains active. Candidates who score the highest in the selection process will be required to pass a reference and background exam prior to receiving a conditional job offer. Candidates receiving a conditional offer of employment will be required to pass a pre-employment medical and drug screen examination prior to receiving a final job offer.
