PRIMARY PURPOSE:
Administer the districts compensation program ensuring that employee salaries remain competitive and equitable to meet the needs of students and compensation plan and job classifications for compliance with state and federal law and regulations.
QUALIFICATIONS:
Education/Certification:
High School diploma or equivalent required
Bachelors degree in business or related field preferred
Special Knowledge/Skills:
Knowledge of general compensation including compliance with state and federal laws and regulations
Ability to implement policy and procedures
Ability to interpret data
Ability to use software to develop spreadsheets perform data analysis and do word processing
Strong public relations organizational communication and interpersonal skills
Experience:
Three (3) years of experience in analysis design or administration of compensation programs required
MAJOR RESPONSIBILITIES AND DUTIES:
- Develop and update district pay structures and stipend schedules.
- Develop document and implement procedures for administering the districts pay practices and ensure that procedures for placement of newly hired employees and employees who change assignments are applied consistently. Streamline processes to ensure efficient and effective operations.
- Calculate salaries for new hires and assignment changes.
- Work with other HR staff and supervisors to ensure accurate job descriptions for all district positions. Conduct job analysis to determine appropriate salary levels according to compensation guidelines. Review jobs to determine FLSA exemption status.
- Coordinate the annual salary change process and monitor adjustments to ensure accuracy.
- Investigate and respond to salary review requests from district personnel.
- Analyze and interpret data to determine competitiveness of district salaries. Identify and recommend appropriate changes.
- Analyze compensation policies in relation to wage and hour regulations and recommend changes as appropriate.
- Oversee the submission of compensation surveys. Conduct surveys as needed to collect market data.
- Develop employee working calendars.
- Oversee the submission of payroll action in timely manner and maintaining the employee data management system up-to-date.
- Oversee the employee Records Management system.
- Perform the duties of Position Control for Professional Central Administration positions.
- Work cooperatively with other HR staff and supervisors to develop compensation budgets based on staffing projections.
- Work cooperatively with the Programmers setting up Budget Modules with current staff pay assignments for pay increase scenarios.
- Work cooperatively with the Programmers to roll active pay assignments from one year to the next and verify salaries with board approved salary increases for accuracy.
- Work cooperatively with PEIMS Coordinator for proper staff coding for the PEIMS submissions.
- Compile maintain and file related reports records and other documents required.
- Comply with policies established by federal and state law State Board of Education rule and local board policy.
- Follow McAllen ISD customer service standards.
- Perform other duties assigned by the immediate supervisor (primary evaluator).

Minimum: $257.93
Maximum: $359.87
Note:Starting pay for a new hire in a pay range plan will be determined individually based on each persons job-related experience and salaries paid to peer employees in the same position with similar experience.
