Job Description

Position Summary

The Data Release Technician is responsible for reviewing and processing data requests incompliance with Minnesota Government Data Practices Act. In addition this position provides accurate and timely responses to requests. The scope of work may involve highly confidential complex or detailed data on matters of significance and meeting deadlines required by state statute.

Essential Duties and Responsibilities

  1. Prioritize and respond to data requests from various entities including the public other law enforcement agencies social service agencies news media state and local government and other parties ensuring released information is in accordance with the Minnesota Government Data Practices Act and properly documented.
  2. Gather and coordinate compilation of information materials documents reports necessary to respond to court orders and police data requests.
  3. Perform record checks and provide person contact lists and reports to law enforcement agencies.
  4. Conduct background checks under the guidelines of the Bureau of Criminal Apprehension and other governing agencies for employment and licensing.
  5. Demonstrate knowledge of Minnesota Data Practices Act and requirements as they pertain to law enforcement agency data requests and share with the public.
  6. Function as a resource for support staff and other department employees in the interpretation and application of the Minnesota Government Data Practices laws.
  7. Manage expungement/sealed records receives and enters petitions denials and sealing the granted expungement of police records upon court order in our records management system.
  8. Provide case report transcription support to the police department.
  9. Prepare clearance/good conduct letters.
  10. Prepare weekly accident and arrest reports for public release.
  11. Consolidate name files in the records management system.
  12. Notarize documents as needed for department personnel.
  13. Assist supervisor with updating procedures and internal resources for records release and data practices.
  14. Perform other duties as assigned.

Minimum and Desired Qualifications

Education

  • Associate degree in criminal justice business administration public administration or related field.
Experience
  • Two (2) years of experience in business public safety or public administration or closely related field.
  • Ability to type a minimum of 45 words-per-minute.
Licenses or Certificates
  • Security and Privacy Training within 1 month of hire
  • Data Practices Training within 6 months of hire
  • MNJIS Operator Course within 6 months of hire
Equivalency
An equivalent combination of education and experience closely related to the duties of the position MAY be considered.

Knowledge Skills and Abilities
  • Knowledge of Minnesota Government Data Practices specifically Chapter 13 as it relates to law enforcement data
  • Excellent attention to detail and ability to catch errors in work
  • Skilled in organizing multi-tasking and prioritizing work in a deadline driven environment
  • Proficient in using Microsoft Office Suite records management systems and other law enforcement software applications
  • Ability to communicate effectively; establish and maintain cooperative working relationships
  • Ability to maintain confidentiality of sensitive material
  • Ability to work independently
  • Ability to follow oral and written instructions
  • Ability to provide a level of customer service that meets or exceeds customer expectation and satisfaction
  • Embrace and engage in cultural shift toward Continuous Improvement
  • Proven ability and demonstrated commitment to an inclusive workplace related to racial equity diversity and inclusion
Desired Qualifications
  • Fluency in Spanish Hmong Russian Somali Lao or Vietnamese language(s)
  • Previous experience in the criminal justice field or law enforcement agency
  • One (1) year experience processing data requests following the Minnesota government data practices
  • Previous experience using JustFOIA software

  • Core business hours are set by departments based on operational needs. Alternative schedules can be arranged but must comply with the Citys Alternative Work Arrangement policy.
  • Monday Friday normal office hours with occasional evenings. Some travel occasionally to other locations.
  • Office environment; exposure to computer screens; working closely with others frequent interruptions.
  • Sitting or standing for prolonged periods of time; general manual dexterity; adequate hearing vision and speech required.
Background Check
The City has determined that a criminal background check and/or qualifications check are necessary for this job title. Applicants are required to sign an informed consent form allowing the City to obtain their criminal history and/or verify their qualifications in connection with the position sought. Applicants who do not sign the informed consent form will not be further considered for the position.

Selection Process
The selection process will consist of one or more of the following steps: a rating of relevant education and experience and/or an examination. It is important that your application show all the relevant education and experience you possess. This information will be used to determine which candidates will proceed in the selection process. A submitted application is also used to verify the answers to any supplemental questions. Human Resources reserves the right to limit the number in any phase of the selection process. Candidates will complete a typing test to verify they can type at least 45 words-per-minute.

Hiring Timeline
On June 5 candidates who are selected to move forward in the hiring process will be invited to complete an online typing test by June 9. Selected candidates will receive an email on June 10 to self-schedule interviews for either Friday June 13 or Monday June 16. Interview times will be on a first come first serve basis.
