ABOUT THE POSITION




Riverside County Transportation and Land Management Agency (TLMA) Administration is seeking a qualified Public Information Specialist located in Riverside. At this time the position has the opportunity to telework two days a week based on business need. Telework may change at any time and you will be expected to report to the office.

The Public Information Specialist will play a key role in developing and delivering multimedia content with a strong emphasis on videography. Responsibilities include producing and editing videos and photos for internal and external platforms such as social media newsletters and websites; designing digital and print materials including graphics brochures and presentations; and capturing visual content of infrastructure projects events and employee activities. This position will also support the Public Information Officer (PIO) by assisting with media relations public records requests newsletters talking points and event coordination. The Specialist will help maintain TLMAs branding and online presence recommend multimedia tools and equipment and serve as a backup to the PIO as needed.

The most competitive candidates will have 35 years of professional experience in communications with a strong emphasis on video production and graphic design ideally within a government agency or journalism setting. They will demonstrate expertise in creating compelling multimedia content for internal and external audiences including branding photography video editing and written communications. Proficiency in social media platforms such as Facebook X (formerly Twitter) Instagram YouTube and LinkedIn is essential along with experience using website content management systems like Drupal or WordPress. Strong candidates will be skilled in Adobe Creative Cloud applications particularly Premiere Pro and Photoshop and familiar with tools such as Canva and email subscription platforms like GovDelivery. The ability to manage competing priorities under tight deadlines while maintaining discretion with sensitive and confidential information is critical. This position reports directly to TLMAs Public Information Officer.

Meet the Team!
The County of RiversideTransportation & Land Management Agency(TLMA)is the umbrella agency for seven county departments. They are the Planning Department Building & Safety Department Transportation Department Code Enforcement Department Environmental Programs Department Aviation Department and the Administrative Services Department.



EXAMPLES OF ESSENTIAL DUTIES

Produce and edit videos and photographs for internal and external audiences in newsletters social media and websites to include instructive videos explanatory videos public service announcements interviews with executive staff and employees and job recruitments for all TLMA departments.

Create graphics branding and a style guide for all TLMA departments.

Photograph and/or film video of large infrastructure projects and construction and employees working in a variety of complex locations or circumstances throughout Riverside County.

Design brochures flyers reports PowerPoint presentations social media graphics and other printed and digital materials for all TLMA departments.

Establishes and maintains regular contacts with the press community groups and government officials to meet the organizations public information awareness and education needs.

Develops and determines effectiveness of distribution and outreach media plan; makes recommendations for modifications as required.

Writes feature articles and press releases on organizations activities services programs and functions; prepares pamphlets and brochures.

Coordinates release distribution to the media; organizes and arranges public information campaigns and press conferences.

Plans coordinates and implements specialized public information and education programs pursuant to government regulations; determines program goals.

Locates and utilizes existing resources available for special public information programs; writes Requests for Proposals to secure funding for specialized public information and education programs.

Assist in researching recommending and coordinating the purchase of video production equipment and related multimedia tools to support high-quality content creation.

Coordinates activities with audio visual specialists graphic artists or other related staff.

Provides writing support to the organization; coordinates and edits the organizations newsletter; may monitor the work of consultants; may supervise volunteer staff.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited college with a bachelors degree in Journalism Communications English Public Relations Public/Business Administration or a closely related field. (Additional qualifying experience may be substituted for the education on the basis of one year of full-time experience equaling 30 semester or 45 quarter units of education.)

Experience: Two years of full-time experience developing and writing printed materials and/or press releases for use in print and electronic media; or in public or community relations which included the dissemination of information to internal and/or external audiences through various communications media.

Portfolio Requirement:Applicants are required to submit a portfolio showcasing samples of their video production photography graphic design and written communication work. The portfolio may include links to digital content social media campaigns videos or other relevant materials that demonstrate creativity technical skills and communication effectiveness.

Knowledge of: Methods of planning coordinating and implementing an effective public information program; methods and techniques used in planning press conferences; techniques in developing and producing audio-visual presentations; styles and techniques in speech writing.

Ability to: Complete assignments within strict time constraints; evaluate and apply government regulations to program planning; maintain confidentiality of sensitive information; establish and maintain effective working relations with staff public and representatives from outside agencies; coordinate public information and education programs with other jurisdictions; coordinate the activities of audio-visual specialists graphic artists or other specialists in preparing public information medium; recognize problems and develop effective solutions; act independently in converting complex technical information into a meaningful and applicable format for the targeted audience.
