Job Description

The mission of the New York City Police Department is to enhance the quality of life in New York City by working in partnership with the community to enforce the law preserve peace protect the people reduce fear and maintain order. The NYPD strives to foster a safe and fair city by incorporating Neighborhood Policing into all facets of Department operations and solve the problems that create crime and disorder through an interdependent relationship between the people and its police and by pioneering strategic innovation.

The Departments Special Victims Division seeks a qualified candidate to serve as Assistant Commissioner Special Victims Advocacy. Responsibilities and duties include:
Leading the development and ongoing refinement of the training program for Special Victims Division investigators. This includes identifying training needs sourcing nationally recognized subject matter experts and coordinating sessions that address the complexities of sexual violence child abuse and human trafficking investigations.

Designing and delivering educational programs for partner agencies with an emphasis on fostering effective multi-disciplinary collaboration. Training content covers investigative procedures survivor-centered approaches and coordinated community responses to sexual and gender-based violence child abuse and trafficking cases.

Drafting evaluating and updating investigative protocols to ensure all practices are trauma-informed legally sound and offender-focused. Policy development is based on current research community input and internal review processes.

Overseeing the biannual Timoney Review process in collaboration with advocacy organizations. This involves a comprehensive evaluation of 120 closed cases to identify systemic improvements in victim engagement documentation and investigative standards. Producing formal recommendations and implementing updated training and procedures based on review findings.

Engaging with legislative partners and advocacy groups to shape and support laws that improve protections for survivors and enhance investigatory capabilities. Efforts include drafting proposed legislation and providing expert feedback during policy development stages.

Serving as the primary liaison between the Special Victims Division and the District Attorney Offices across all five boroughs as well as the Eastern and Southern Districts of New York. Facilitating collaboration on investigative strategy and case development from the earliest stages to ensure alignment on evidentiary needs prosecution goals and survivor support.

Providing counsel to the NYPD Legal Bureau on significant legal matters including ongoing federal investigations such as the DOJs inquiry into Special Victims Division practices. Offering expert legal interpretation in high-profile civil litigation alleging gender-based discrimination within the Department.

Leading monthly collaborative meetings with key stakeholders including hospital personnel prosecutors and service providers. These meetings focus on exchanging feedback identifying challenges in interagency cooperation and implementing action plans to improve the citywide response to sexual violence.

Various additional Special Victims Division initiatives.


ADDITIONAL INFORMATION:

In compliance with Federal Law all persons hired will be required to verify identity and eligibility to work in the United States and to complete the required employment eligibility verification document form upon hire.

Qualifications :

Admission to the New York State Bar; and four years of recent full-time responsible relevant satisfactory legal experience subsequent to admission to any bar eighteen months of which must have been in the supervision of other attorneys in an administrative managerial or executive capacity or performing highly complex and significant legal work.

Incumbents must remain Members of the New York State Bar in good standing for the duration of this employment.
