Job Description


Title: Payroll/Accountant II. Division: Finance Department: Finance Department

Annual Pay Range: $61316 - $73627

GENERAL PURPOSE


The Payroll/Accountant I is responsible for a variety of highly sensitive and confidential accounting tasks including processing bi-monthly payroll reconciling general ledger accounts related to payroll and managing the accounts payable and payment processes. This role requires the ability to work both independently and collaboratively while effectively prioritizing a diverse workload. The Payroll/Accounts Payable Specialist will also work closely with the Human Resources Director.

Works under the supervision of the Finance Director.

ESSENTIAL FUNCTIONS


  • Process and post-bi-monthly payroll
  • Maintain payroll deductions deferrals and withholdings for all employees
  • Maintain payroll-reporting records
  • Manage year-end employee W-2 and employer ACA reporting
  • Maintain vendor records and perform annual 1099 reporting
  • Process vendor invoices including coding to appropriate projects and general ledger accounts and making payments on a timely basis
  • Review post and pay monthly employee expense reports
  • Scan file and maintain accounting records process needed G/L journal entries related to payroll and benefits
  • Reconcile G/L accounts on a monthly basis related to assigned payroll and benefit accounts
  • For assigned G/L accounts prepare auditor requested reconciliations and provide supporting documents for year-end financial statement audit

  • Other assigned duties as requested

MINIMUM QUALIFICATIONS


1. Education and Experience

A. Bachelors degree in Accounting or related field preferred.

AND

B. Two (2) years of responsible experience related to the above duties; preferably in governmental accounting or a professional services firm environment;

OR

C. An equivalent combination of education or experience.


2. Knowledge Skills and Abilities:


  • Ability to quickly assess issues and relevant information to make effective decisions
  • Excellent verbal and written communication skills
  • Advanced experience in Microsoft Excel and Google Sheets
  • Proven ability to work with minimal direction as well as be resourceful and independent in solving problems
  • Acute attention to detail and a dedication to providing high-quality work product
  • Experience in handling sensitive/confidential information

3. Special Qualifications:


  • Certified Payroll Professional (CPP)

4. Work Environment:


Incumbent of the position performs in a typical office setting with appropriate climate controls. Tasks require a variety of physical activities not generally involving muscular strain such as walking standing stooping sitting reaching. Talking hearing and seeing necessary to the performance of essential functions. Common eye hand finger dexterity exist. Mental application utilizes memory for details verbal instructions emotional stability discriminating thinking and guided problem-solving.

As per Washington City policy and/or procedures a background check and drug screening evaluation will be required for potential new hire candidates prior to an offer of employment. I understand that if I am under the age of 18 I must have my parent or my legal guardian grant their permission for the background check and drug screening test to be performed.
