The Procurement Specialist will manage the full lifecycle of procurements including planning sourcing and negotiating for materials and services while ensuring that all procurement activities are conducted in accordance with FAR/DFAR regulations and remain CPSR compliant.
Key Responsibilities
- The individual selected for this role will support the programs in executing contracts from start to finish for assigned scope of work and requirements.
- Expected to lead discussions advancing the procurement process while vetting discrepancies and issues to ensure materials and services are delivered on schedule in compliance with specifications constraints expectations and in alignment with processes and procedures.
- Negotiate and establish preferred vendor agreements and volume-based pricing structures to optimize cost efficiency and ensure compliance with federal acquisition regulations and internal procurement policies.
- Implement and manage green purchasing initiatives in accordance with applicable government contract requirements and sustainability goals including tracking environmentally preferable products and ensuring vendor compliance with green procurement standards.
- Support the development of Request for Proposals (RFPs) ensuring clear scope and competitive pricing strategies.
- Evaluate vendors based on cost capability past performance and reliability; maintain approved supplier lists including getting internal feedback on vendor performance as part of our continuous improvement efforts.
- Lead or support procurement-related audits file reviews and compliance reporting.
- Stay up to date on market trends pricing benchmarks and risk factors affecting sourcing decisions.
- Serve as a liaison between the project team contracts vendor and legal to resolve escalated complex or disputed contract issues
- Communicate and interact effectively and professionally with supervisors employees and others individually or in a team environment
- Monitor existing purchase orders and communicate order status delivery dates and changes to all invested parties.
- Research and evaluate suppliers based on price quality selection service support availability reliability production and distribution capabilities and the suppliers reputation and history
- Assist contracts personnel in identifying potential small business vendors supporting NVEs small business subcontracting plans
- Work closely with the Business Development department to obtain vendor and subcontractor pricing to support ongoing proposal efforts

Qualifications & Skills
- Demonstrated experience with federal contracting and general contracting (GC) procurement processes.
- Strong working knowledge of FAR DFAR and CPSR requirements.
- Proficiency in Microsoft Office Suite; experience with Unanet or other procurement/ERP tools preferred.
- Exceptional communication and negotiation skills with ability to resolve supplier issues and maintain positive relationships.
- Highly organized and able to manage multiple priorities across distributed sites or teams.
- Comfortable working both independently and as part of a team in a deadline-driven environment.
- Strong analytical skills to evaluate vendor reliability and manage supplier relationships
- Remain flexible when dealing with changing requirements
Physical Effort and Working Conditions:
- Sitting for several hours using a computer
- Occasional travel for meetings or company events.
Requirements:
- Bachelors degree and 5 or more years experience or equivalent experience
- Must be a U.S. Citizen
- Existing Secret Clearance is desirable
- Existing HSPD-12 is desirable
