Job Description

Main Responsibilities

Management and Co-ordination:

  • Lead and contribute to the design and implementation of STI measurement activities and projects.
  • Manage projects and activities including ensuring timely delivery of quality outputs.
  • Supervise the work of team members; set objectives and deadlines; monitor progress; provide guidance and advice.
  • Communicate measurement recommendations and provide support for their implementation both internally and among member countries accession candidates and partner economies.
  • Support the Head of Unit and the Head of Division in the identification of strategic and forward-looking activities and projects aligned with the Organisation strategic priorities.

Database development research analysis and drafting:

  • Oversee the design and implementation of effective and efficient statistical data collection validation analysis and reporting procedures in line with OECD and NESTI standards and in collaboration with other Directorates to ensure horizontal co-ordination and alignment of the work.
  • Supervise guide and contribute to the preparation of statistical releases reports and flagship publications including contributing to the development of data sources and of new comparative indicators and ensuring high-quality outputs.
  • Prepare other high-quality documents including guidance material analytical working papers blogs and messages based on research and relevant published material.
  • Explore and demonstrate innovative approaches to address STI monitoring challenges and contribute to the development and dissemination of OECD measurement guidance among members and partners.
  • Keep abreast of the work of other international organisations and major research consortia on STI data and indicators and other related topics.

Co-ordination representation and liaison:

  • Participate as required in horizontal and multidisciplinary projects and activities of the STP Division STI and the OECD. Liaise with other OECD Directorates and with experts.
  • Contribute to the organisation of and participate in meetings of national government delegates as well as experts from the private sector and academia in connection with the Organisations work programme in the above areas.
  • Strengthen existing collaboration with decision makers working parties informal networks delegations and external experts and international institutions to create synergies and increase the impact of the Directorates work in the field measurement and use of evidence in STI policy.
  • Support the external visibility of the units statistical and analytical products including through communication activities and by organising participating and presenting work at high-level meeting conferences workshops and webinars and promote OECD measurement guidance within OECD and non-OECD member countries as required.
  • Stay abreast of major developments and drivers of STI monitoring and evidence and contribute as appropriate the Directorates involvement in OECD-wide initiatives.

Qualifications :

Ideal Candidate Profile

Academic Background

  • An advanced university degree in economics statistics operations research data science or other relevant discipline.

Professional Background

  • A minimum of eight years of professional experience in the production or advanced use of official statistics preferably in the areas of business education or labour markets with demonstrable experience in introducing innovative data processes and products.
  • Experience in managing projects involving socioeconomic research methods applying state of the art tools to testing novel hypotheses.
  • Knowledge of science and innovation or indirectly related policy issues.
  • Experience with cross-country research and statistical development and capability building would be an asset particularly in relation with science technology and innovation topics.

Tools

  • Command of state-of-the-art software for statistical analysis such as Stata R or Python and other relevant programmable languages and tools.
  • Good conceptual and practical knowledge of statistical quality standards.
  • Good knowledge and practical experience of applying survey methodology to statistical data collection and integrating AI tools into measurement would be additional assets.  

Languages

  • Fluency in one of the two OECD official languages (English and French) and knowledge of the other with a commitment to reach a good working level.
  • Knowledge of other languages would be an asset.

Contract Duration

  • Open-ended appointment with no foreseen end date.
