Job Description

Position Overview

The City of South Pasadena is seeking a highly qualified CIP Analyst!

This recruitment is open continuous until filled.

This recruitment may close or be extended at any time without notice.

DEFINITION:
Under general direction the CIP Analyst performs a wide variety of complex analytical capital improvement management financial management and administrative duties as they relate to the capital improvement program and budget preparation and development. Positions in this class may provide general directions to subordinate staff as assigned.

DISTINGUISHING CHARACTERISTICS:
This is the journey-level class in the Analyst series. This class performs routine analytical work that requires previous project and financial management experience. An employee in this class assists higher-level management or supervisory staff in various management tasks and projects covering a range of issues

Duties & Responsibilities


EXAMPLES OF DUTIES:
  • Plans organizes and coordinates meetings with departments throughout the organization to develop new projects determine budget carryovers and future projects.
  • Monitors and manages existing funds for the CIP to meet established goals and objectives.
  • Analyzes assigned Budget and CIP submissions program workload estimates and unit costs.
  • Prepares and analyzes tables of actual and projected expenditures and workload data.
  • Assists with coordinating program activities with other departments outside agencies and organizations.
  • Plans and coordinates newly funded projects for review with appropriate management staff as part of the CIP budget and approval process; meets and maintains established CIP schedules.
  • Monitors and reviews project status and financial activities of the project aspects and reviews for compliance.
  • Ensures that all performance targets are met tracks budget adherence and monitors project through completion.
  • Analyzes data and prepares and presents various special reoccurring reports forms and other documents in compliance with established policies and procedures.
  • Ensures accuracy and clarity in communicating project standards and strategic goals; evaluates and proposes adjustments of future projects to funded projects based on need or funding opportunities.
  • Monitors and recommends if CIP submittals align with adopted plans and are related to goals as established through the Citys and department Strategic Plans.
  • Monitors to ensure that objectives are met and projects are completed on time and on budget.
  • Collects and analyzes data to prepare and present various special and reoccurring reports.
  • Provides accurate and timely information related to assigned function and duties; develops and presents information in clear and easily used formats.
  • Maintains regulatory compliance by keeping current on industry trends regulations and issues.
  • Identifies areas of concern for management review and potential action.
  • Reviews and evaluates opportunities for additional funding mechanisms and ensures grant and fund expenditure compliance.
  • Reviews maintains and updates CIP records in various formats mediums and automated systems to include data input into the State database ensuring data integrity and adherence to internal controls practices and policies.
  • Responds to and resolves various conflicts complaints issues inquiries and problems as authorized and in accordance with established budgets grant funding policies and procedures.
  • Reviews tracks and assists with the implementation of proposed projects identifies funding and resources to help develop assigned components of the Infrastructure Capital Improvement Plan.
  • Perform related duties and responsibilities as required.

Qualifications

MINIMUM QUALIFICATIONS:

  • Bachelors Degree in Business Administration Public Administration Finance Planning Construction Management.
  • Three (3) years of experience in capital project budgeting or strategic planning.
Note: An equivalent combination of experience education and/or training may substitute for the listed minimum requirements.

KNOWLEDGE SKILLS AND ABILITIES:

  • Correct English usage grammar composition spelling punctuation and vocabulary. business and personal computers and related software applications.
  • Perform a variety of duties and responsibilities and assess and prioritize multiple tasks projects and demands to meet deadlines.
  • Ensure appropriate levels of customer service to achieve expectations and meet objectives; read understand and assure compliance with a variety of policies procedures rules standards and regulations governing related activities and functions.
  • Collect applicable information and maintain accurate and timely records; maintain confidentiality of information and data.
  • Communicate effectively orally and in writing and use interpersonal skills to sufficiently exchange or convey information and receive work direction.
  • Prepare and present accurate and reliable information and reports.
  • Establish and maintain effective and appropriate working relationships with employees other agencies and the public.
  • Safely and effectively operate relevant tools equipment and motorized vehicles; navigate across even and uneven surfaces.
  • Timely and accurately enter data and update records using various mediums and formats.
  • Take initiative and exercise sound independent judgment within established procedural guidelines and carry out primary responsibilities in accordance with all governing regulations statutes and procedures to ensure achievement of goals and objectives.
  • Assists and assumes responsibility for a range of other City projects.
  • Reading understanding and applying relevant rules ordinances codes regulations policies and procedures.
  • Responding to inquiries timely and within the scope of delegated authority; responding appropriately maintaining objectivity and freedom from prejudice and exercising sound judgment and understanding in all interactions.
  • Effectively working independently or as a team member in various environments with changing priorities and management of assignments.
  • Preparing and presenting various reports documents forms and correspondence; researching information analyzing data maintaining accurate records and updating information in various mediums and formats.
  • Operating a personal computer with installed generic and specialized software; preparing and presenting information in a clear and concise manner.
  • Demonstrating appropriate and effective interpersonal communication and conflict resolution skills; performing highly effective support in assigned areas.

WORKING CONDITIONS AND PHYSICAL DEMANDS:
Incumbents work in an office environment with moderate noise levels controlled temperature conditions and no direct exposure to hazardous physical substances and may interact with upset staff and/or public representatives in interpreting and enforcing departmental policies and procedures. Employees may be required to work in the evenings weekends and holidays and participates in after-hours on-call assignments.

The incumbent appointed to this class must be physically able to perform the duties of this position including the mobility to work in a standard office setting and use standard office equipment including a computer; the ability to operate a motor vehicle and to visit various City sites and attend off-site meetings; vision to read printed materials and a computer screen; hearing and speech to communicate in person before groups and over the telephone; finger dexterity to access enter and retrieve data using a computer keyboard typewriter keyboard or calculator and to operate standard office equipment; ability to bend stoop kneel reach push and pull drawers open and closed to retrieve and file information; occasionally lift and carry reports and records that typically weigh less than 20 pounds.
