The AUKUS Portfolio within SPAs Sea Land and Air Division provides timely objective analytic assessments that integrate technical operational programmatic policy and business analysis to NAVSEAs AUKUS Integration and Acquisition (I&A) Program Office and associated partner organizations. Analysts and Engineers supporting AUKUS will continue SPAs decades of support to the undersea force and assist in developing a trilateral submarine force for the future. This is a high-profile major international program of significant importance to the future of the US Navy and its partners in an era of renewed strategic competition.


SPA has an immediate need for a candidate to serve as the AUKUS Program Office Phase 3 Requirements Support / Program Analyst.

Responsibilities

In this role the Program Analyst will support the NAVSEA AUKUS I&A Phase 3 Directorate. The analyst will work closely with the AUKUS I&A Phase 3 Deputy Director. Responsibilities will include but are not limited to formulating yearly program budget requirements to identify contract/procurement and other project costs within an overall program financial requirements plan; using NAVSEA Enterprise Planning System (NEPS) to obtain manage and present financial and business data to ascertain program resource posture and health for multiple appropriations (e.g. Shipbuilding and Construction Navy (SCN) Operations and Maintenance Navy (O&MN)) Foreign Military Sales (FMS) etc.); providing analysis verification and justification of budget or acquisition data while ensuring data traceability and consistency with program budget and acquisition history; and assisting with task planning development. There may be opportunities for periodic trips outside of the DC area to support customer meetings.

This position is located at SPA Headquarters in Alexandria VA. This position will require traveling to the Washington Navy Yard as necessary to collaborate with Phase 3 personnel.

There will be some opportunity to travel to partner and industry stakeholder locations and an opportunity for light telework.

Qualifications

Required Qualifications:

  • 7 years of experience supporting a DoD program office ideally a NAVSEA acquisition program office
  • Bachelors degree in Business Business Management Finance Accounting Engineering or a related field
  • Familiarity with financial appropriations (i.e. SCN O&MN FMS etc.)
  • Knowledge of and experience executing the U.S. Navy Acquisition Shipbuilding process in accordance with the DoD Acquisition System/Adaptive Acquisition Framework
  • Knowledge of the U.S. Planning Programming Budgeting & Execution Process
  • Experience using N-ERP NEPS and other Navy financial management systems
  • Strong administrative organizational management and analytical skills and the willingness to learn and build relationships with stakeholders
  • Strong written and verbal communication skills and proficiency with MS Office applications
  • Proven ability to provide strategic planning and coordination with other members of the program office
  • Ability to work on-site in Alexandria VA up to full time depending upon client needs
  • Active SECRET Clearance and the ability to maintain it throughout employment

Additional Qualifications Desired but not required:

  • Familiarity with DoD Financial Management Regulation (FMR) Department Of Navy (DON) Policy and budget guidance and DoD 5000 series acquisition regulations
  • Experience developing financial data to respond to Congressional inquiries and DON Office of the Secretary of Defense (OSD) and Government Accountability Office (GAO) program audits
  • Experience preparing financial documentation to support program acquisition planning and strategy development
  • Experience formulating yearly program budget requirements to identify contract/procurement needs and other project costs within an overall long-term program financial requirements plan
  • Experience with implementing program acquisition/business plans
  • Experience conducting budget analysis and responding to budget-related requests for information (RFIs)
  • Experience with and knowledgeable of the Navy requirements and program office organizations and processes
  • Experience working with international partners
  • Experience with FMS
  • Experience with Team Submarine and NAVSEA
