Job Description

Job Title:Clinical Manager
Exempt/Non-exempt: EXEMPT
Immediate Supervisor: Director of Clinical Services
Salary: $62000 - $6600

Essential Functions:
1. Primarily responsible for supervising and monitoring clinical interventions and reviewing the required service documentation provided by counselors to clients in the assigned geographic area and programs. Monitors productivity expenses and revenue of counselors. May also maintain and provide direct clinical services. May perform job duties in the office community or home setting or high-risk communities. May work extended hours in the evening and weekends.
2. Actively coaches hires trains and supervises assigned staff including leading and managing a team of counselors overseeing their professional development performance and daily operations. Maintains a trauma-informed system of service delivery where clinicians are properly trained and supported to deliver services to people who have experienced severe and chronic trauma.
3. Provide weekly clinical supervision guidance and support to counselors to enhance their skills and ensure effective client care in including group supervision. Coordinate and facilitate training programs to ensure clinical staff are well-equipped with the necessary skills and knowledge to excel in their roles. Oversees the internship process for students providing clinical services.
4. Maintain effective quality improvement processes for their team carefully monitoring key performance indicators and engaging the team in understanding their performance and effectively implementing improvement strategies.
5. Reviews client records promptly for accuracy. Reviews caseloads for compliance with Agency requirements regarding paperwork. Approves assessments treatment plans services and other documented counselor activities promptly.
6. Demonstrates proven ability in navigating electronic health systems and supports their team in maximizing the utilization of electronic health records and its organizational functions. Maintain accurate and up-to-date records in electronic systems ensuring contract compliance utilization data integrity and compliance with confidentiality standards.
7. Conducts regular treatment reviews of all open clinical cases in their region and supports this forums importance as a key opportunity to engage all stakeholders in collaborative problem solving.
8. Collaborate with clinical teams to design and enhance treatment programs incorporating best practices and innovative approaches to meet client needs. Actively participates with the clinical department team in treatment strategies and programing.
9. Trains and coordinates staff to respond to crisis situations in assigned areas as part of a coordinated agency response. Supports that the clinical work in their region is integrally connected to the care system with clinicians providing collaborative youth-guided family-driven evidence-based continually improving and culturally competent services.
10. Provides leadership in the interface with the local community developing relationships with local United Ways and other funders and with other services providers to develop and maintain a coordinated system of care.
11. Oversees the utilization of outsourced clinical services identifying providers approving each referral to those providers and closely monitoring the quality and costs of purchased services. Manages and regularly monitors the budget for assigned cost centers.
12. Perform other duties as assigned.

Knowledge and Ability Requirements:
Understands a variety of treatment/counseling situations Solution Focused Brief Treatment Cognitive Family Systems Behavioral Crisis Intervention and substance use and abuse. Knowledge and understanding of the use of medications to treat psychiatric disorders.
Performs their work in a consistent manner and demonstrates the WIDE (Welcoming Inclusion Diversity Equity) values of LCFS.
Demonstrates a broad variety of management skills in all facets of running successful social service programs.
Knowledge and understanding of insurance managed care and EAP procedures and requirements. Understands billing procedures and funding options including grants.

Education and Experience:
Masters Degree in Social work preferred but may consider other related areas of study. Independent Licensed Professional in the State of Illinois (LCSW LCPC) required and must be qualified to provide LPHA services in Medicaid. Experience providing individual couple family and group counseling required. Experience working in a child welfare setting with youth and families with complex and severe trauma preferred. Experience in training preferred. Experience working with Medicaid documentation and billing preferred. Additional certifications and licenses in Family Therapy Substance Abuse Employee Assistance Programs and other specializations helpful.

Physical Demands and Other Requirements:
To perform this job successfully an individual must be able to perform the essential duties listed in the job description satisfactorily. While performing the duties of this job the employee is regularly required to talk or hear. The employee is frequently required to sit. The employee is occasionally required to stand; walk; use hands to finger handle or feel objects or controls; reach with hands and arms. Capable of operating standard office equipment including a computer and keyboard and typical business machines such as a fax machine and copier. The employee must occasionally lift and/or move up to 20-30 pounds. Specific vision abilities required by this job include close vision distance vision and the ability to adjust focus. The employee is required to have valid drivers license auto insurance and must be able to safely operate a motor vehicle. The work environment characteristics include a noise level which is usually low to moderate.

Supervision and Management: Communicates regularly through individual supervisory and group meetings to implement Agency and programmatic goals and requirements. Provides accurate and timely feedback to each employee under his/her supervision and demonstrates ability to analyze employee performance. Facilitates a positive work environment where staff feel free to communicate openly. Responds to incidents and complaints in a timely manner and appropriately informs and consults with their chain of command.
Leadership: Demonstrates foresight in recognizing problems and vision in identifying and implementing solutions. Ensures program is effective in producing desired outcomes and program goals and deliver services at required capacity. Demonstrates ability to quickly gather pertinent facts weigh options and make decisions in critical situations while informing and consulting with others as needed. Works with staff to support and implement management decisions.

Reports possible misconduct or relevant errors/ oversight in a timely manner and responsibly addresses related issues with chain of command.
Communication/ Interpersonal Skills: All written and oral communication skills are appropriate for their position. Consistently conveys clear accurate timely and respectful communication appropriate for the situation. Informs appropriate management staff when incident occurs or a crisis situation. Interacts effectively with all levels of clients staff interns volunteers and external stakeholders. Informs appropriate management staff when an incident occurs. Able to successfully share skills and concepts with others and works effectively with others under time and environmental pressures.
Safety and Agency Resource Utilization: Demonstrates sound judgement and foresight in safety awareness and in daily work. Notifies in a timely manner the supervisory chain of any incidents or circumstances that need attention. Report all suspicions or allegations of abuse immediately to their supervisor. Ensures appropriate utilization of materials and resources and minimizes waste.
