Special Programs Security Manager

The Raytheon Special Programs Security Team is seeking a self-starter to drive special programs security compliance throughout our Marlborough MA campus. This position requires a strong working knowledge of the Special Programs Security Core Functional Areas such as Security Management Personnel Security Accountability Information Security Physical Security Access Control Transmission Security Education Contracting and Guard Force responsibilities.
The Special Programs Security Manager implements all requisite national security directives with specific emphasis on DoD 5205.07 SAP Security Manual Vols. 1 & 4 as well as the ICD 705. The Security Manager exhibits the dedication and expectation of a seasoned security professional while working and making decisions independently without direct supervision. Additional assignments include document & media control data transfers visitor control maintaining security files handling & processing classified documents and other security support activities as assigned by the Associate Director of Special Programs. The Security Manager is expected to prepare and conduct Program Security Awareness Briefings develop security plans goals and objectives to comply with existing directives and future requirements.
What You Will Do
- Professionally and effectively interface with Raytheon program managers and government officials to obtain rulings interpretations and acceptable deviations or waivers for compliance with regulations.
- Make decisions and provide timely inputs that impact critical goals and objectives of the business.
- Review contractual (SOW CDRL etc.) documents internal directives and external customer directives for security applicability impact analysis and make recommendations to Program Management.
- Perform duties as the Top Secret Control Officer.
- Provide oversight of security related Standard Operating Procedures (SOP) OPSEC Plans Program Protection Plans (PPP) Program Protection Implementation Plans (PPIP).
- Actively participate in proposal activities and serve as the area Special Programs SME.
- Partner with cross functional organizations to support business objectives.
- Implement a self-inspection program to include evaluating findings and direct the implementation and re-evaluation of the corrective action(s).
- Actively participate in Government security compliance inspections.
- Investigate security infractions/violations prepare reports specifying the potential for loss or compromise and provide associated corrective actions.
- Collaborate with and assist the ISSO/ISSM on implementation of JSIG requirements and approved sanitization procedures for hardware and test equipment.
- This position may work extended hours and weekends. Local travel throughout New England may be required. Other travel may be required on a limited basis.

Qualifications You Must Have
- Experience with implementing SAP & SCI security compliance.
- Bachelors degree in related field with an additional 8 years of related work experience.
- Hiring manager will except in lieu of degree 4 years of relevant work experience and an additional 8 years of related work experience (totaling 12 years).
- Active and transferrable final U.S. government issued TOP SECRET security clearance is required prior to start date. US citizenship is required as only U.S. citizens are eligible for a security clearance.
Qualifications We Prefer
- Membership in professional organizations (CSSWG ASIS etc) and professional certifications
- Understanding of customer SAP & SCI security and acquisition structure
- DISS JADE and Scattered Castles user experience
- Excellent writing and verbal communication skills and the ability to perform effectively in a unique multi-program environment
- Experience with Basis of Estimates (BOEs) for existing work and new contract bids
- Recent CI Polygraph

The salary range for this role is 101000 USD - 203000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer including but not limited to the role function and associated responsibilities a candidates work experience location education/training and key skills.
