Why do I see two salary ranges
The City of Greeley in compliance with Colorado State Law includes a salary range for all positions. This law is intended to improve wage transparency. The City of Greeley in support of wage transparency posts both the full salary range for each position (what you might anticipate your earning could be if you work for the City of Greeley for some time) as well as the anticipated hiring range (the range within which the City anticipates making an offer). The actual offer extended will be based on your years of relevant experience education certifications and potentially other factors.
Job Summary
The Risk and Safety Business Partner I will report directly to the Risk and Safety Manager and will be responsible for coordinating and administering a comprehensive risk management and safety program designed to protect the City from exposure to risks that could have adverse consequences to City operations financial position or community relations. Span of responsibility also includes City-wide loss prevention and control programs including environmental protections insurance procurement and claims handling functions.
Experience Education and Skills
Minimum Requirements
Bachelors degree in business finance insurance risk management safety or related field.
Three (3) years of progressive and combined experience in risk management insurance environmental health and safety workers compensation or claims administration and strategy.
Proficiency in a variety of risk safety workers compensation / return-to-work program implementation and regulatory requirements in alignment with EPA DEQ FTA FMCSA and WC laws.
Experience in managing Third Party Administrators (TPAs) and other vendors.
OR
Any combination of related education experience certifications and licenses that will result in a candidate successfully performing the essential functions of the job
AND
Possession of a valid drivers license.
Preferred
Five (5) years of progressive and combined experience in risk management insurance environmental health and safety workers compensation or claims administration.
Experience with both insured and self-funded insurance programs.
Experience working in a public entity environment.
Proficient in interpreting state statutes and administrative rules.
Risk management insurance and/or safety certifications (i.e. ARM CIC CSP CIH AIC etc.).
Three (3) years of experience in a supervisory role.
Knowledge Skills and Abilities

Travel
Approximately 10% flexible local travel required.
Essential Functions
Administers the Risk Management and Environmental Health and Safety (EHS) programs.
Supports the Risk and Safety Manager regarding all aspects of the Citys Enterprise Risk Management initiatives and Environmental Health and Safety Programs.
Supports the Workers Compensation Program Manager regarding all aspects of the Citys Workers Compensation Program and related initiatives.
Develops implements and monitors related work plans to achieve goals and performance measures.
Develops related goals and other program performance expectations.
Participates in contract review processes for the City to ensure minimization of risk.
Accumulates and analyzes loss data and develops annual risk management reports.
Administers programs initiatives and incentives to reduce accidents occupational illnesses andexposure to long-term health hazards to improve workplace safety.
Assists with safety-training to employees and supervisors on various job skills proper job instruction personal protective equipment (PPE) usage job hazard analyses etc.
Interprets federal state and local laws policies and procedures to ensure the Citys EHS programscomply (i.e. EPA DEQ FTA FSMCA etc.).
Participates in conducting safety assessments of various City workplace environments.
Administers the Citys claims management strategies as outlined in the municipal code (i.e. propertydamage tort claims workers compensation pre-litigation etc.).
Participates in the investigation administration and adjudication of such claims including claims involving subrogation and salvage.
Monitors the Citys Third-Party Administrators (TPAs) to ensure the proper and efficient handling of claims (i.e. gathering data record keeping claims reviews loss trending purposes financial value of claims).
Builds maintains and manages relationships with claims adjusters insurers outside legal counsel etc.
Assists the City Attorneys Office (CAO) on litigated claims.
Assists in claims cost control.
Conducts post-accident investigations to identify corrective actions and safety program enhancement.
Assists the Workers Compensation Program Manager in overseeing the Citys return- to-work program claim filing and management and workers compensation data and records management.
Assists with Workers Compensation Insurance Program Administration
Performs professional level work in the administration of the insured workers compensation program for City employees.
Participates in budget reviews involving the Citys self-insurance fund.
Receives community input regarding accessibility and works with employees to review accessibilityconcerns. Partners with HRBP to engage in the interactive process with employees regarding accommodations.
Performs other duties as assigned.

Work Environment
Frequent contact with employees and the public both in person and on the telephone.
Requires ability to perform multiple tasks at one time with frequent interruptions.
Work is performed with extended periods of time at a fixed station.
Work is safe to having minimal hazards that are typically found in a general office environment where there is rarely little or no exposure to injury or accident.
The employee frequently is required to sit and talk or hear customers.
Physical Requirements
Operate standard office equipment requiring continuous or repetitive hand / arm movements.
Vision enough to interpret computer screens and documents to assist the public and complete work assignments; specific vision abilities required by this job include close vision distance vision color vision peripheral vision depth perception and ability to adjust focus.
Manual dexterity enough to accurately input retrieve and verify work assignments.
Use of hands to finger handle or feel and reach with hands and arms.
Occasional light to moderate physical effort that includes stooping kneeling crouching crawling; frequent standing or walking; frequently lifting and/or moving up to 10 pounds and occasionally lifting and/or moving up to 25 pounds; maintaining arms and hands in the same position for repetitive tasks; and frequently working with light objects and light hand tools.
Extensive computer work primarily performed at a desk.
