Job Description
Position Summary:
Essential Job Functions:
The Cost Analyst position will include but not be limited to the following capabilities:
- Support program office and lifecycle cost estimate activities.
- Assist develop update and apply mathematical and logical methodologies for estimating program costs.
- Develop update manipulate and maintain cost and affordability models.
- Support efforts in collecting normalizing and analyzing complex data.
- Build and defend budget requirements.
- Forecast future funding needs.
- Evaluate contracting strategy and courses of action.
- Conduct planning for acquisition of capabilities.
- Identify sustainment cost impacts of acquisition decisions.
- Identify interface maintenance funding requirements for all affected platforms/systems.
- Manage solution delivery to a baselined schedule.
- Provide a basis and supporting materials for briefings to management at the executive and oversight levels for all affected program/project funding requirements.
- Work autonomously and as part of a team to meet organizational and project goals.
- Lead in the preparation of briefing materials and other communications packages presenting the results of analysis.
- Communicate and work with diverse organizations and representatives for data collection analysis and results presentation.
Skills and Qualifications Required:
- US Citizenship is required.
- Active Secret Security Clearance.
- Proficiency in Microsoft Excel.
- Ability to lead detail-oriented tasks and multi-task under minimal supervision.
- Ability to present analytical results to senior leaders/stakeholders.
- Ability to manage and work with large data sets.
- Possession of excellent data gathering and analytical skills.
- Possession of excellent oral and written communication skills.
- Preferred: Working knowledge of the Army Cost Analysis Manual GAO Cost Estimating and Assessment Guide DoD Instruction 5000.73 Cost Analysis Guidance and Procedures
- Preferred: Knowledge of the Department of Defense (DoD) Acquisition process.
- Preferred: Proficiency with Automated Cost Estimating Integrated Tools (ACEIT) Crystal Ball or SEER for IT.
- High School Degree and a minimum of three years experience in Government cost estimating cost analysis data analytics or a combination of these areas.
- Preferred: Bachelors degree in a quantitative discipline (e.g. economics engineering mathematics operations research statistics or business).
- Preferred: Certified Cost Estimator/Analyst (CCEA) or Professional Cost Estimator/Analyst (PCEA) Certification.
