Duties and Responsibilities

** Plans organizes coordinates and manages the employee development and training activities ofthe University of Hawaii at Manoa (UHM) Department of Public Safety (DPS).
** Coordinates and monitors UHM DPS employee development for operational tactical and specializedtraining.
** Creates and monitors employee development and training related operating budgets and approvesthe expenditures of funds.
** Plans manages and supervises the departments Field Training and Evaluation ProgramCommunications Training and Evaluation Program and Supervisor Training and Evaluation Program.
Participates in the overall planning and management of safety and security activities of UHM DPS.
Participates in the development of multiyear goals objectives and strategic plans.
Coordinates the development training and maintenance of the UHM Bike Patrol program.
Participates in the development and administration of department programs policies and procedures.
Participates in the recruitment selection training and evaluation of department staff.
Represents the University to local state and federal law enforcement fire or safety and securityagencies as assigned by the Chief.
Serves as a member of the UHM DPS Lead Team.
** Determines departmental training needs; coordinates scheduling and assignment of staff to trainingclasses.
Participates in developing and administering the departments Career Development Program.
Prepares detailed analyses and reports for management review.
Ensures department compliance with the Campus Safety (Jeanne Clery) Act Title IX and otherregulatory requirements related to employee development training and accreditation.
** Plans develops implements and coordinates short and long range emergency preparedness andresponse policies and plans for the Manoa campus and facilities in the event of emergencies anddisasters.
** Provides direct training and obtains additional training in emergency preparedness and response forUniversity personnel.
** Creates and coordinates joint emergency responder training exercises with UHM DPS partners to ensureeffective preparedness and response to emergencies.
** Facilitates the Crime Prevention Unit and provides various training and events for the UH Manoa andgreater Oahu communities. (Tabling events career fairs etc.)
** Develops training sessions and materials for inperson and online delivery to various audiences.
Attends training sessions or meetings instate and outofstate.
Works beyond normal working hours including weekends and/or holidays as needed.
Other duties as assigned.
Minimum Qualifications
Possession of a baccalaureate degree in Criminal Justice Emergency Management or related fieldand 3 year(s) of progressively responsible professional experience with responsibilities for one ormore of the relevant police training or emergency preparedness areas such as homeland securityemergency preparedness emergency response law enforcement and tactical training; or any equivalentcombination of education and/or professional work experience which provides the required education knowledge skills and abilities as indicated.
Considerable working knowledge of principles practices and techniques in the area of public safetyemergency preparedness as demonstrated by the broad knowledge of the full range of pertinentstandard and evolving concepts principles and methodologies.
Considerable working knowledge and understanding of applicable federal and state laws rulesregulations and theories and systems associated with public safety emergency preparedness.
Demonstrated ability to resolve wide ranging complex problems through the use of creative reasoningand logic to accurately determine the cause of the problems and the resolution of the problems inan effective innovative and timely manner.
Demonstrated ability to interpret and present information and ideas clearly and accurately inwriting verbally and by preparation of reports and other materials.
Demonstrated ability to establish and maintain effective working relationships with internal andexternal organizations groups team leaders and members and individuals.
Demonstrated ability to operate a personal computer and apply word processing software.
If applicable for supervisory work demonstrated ability to lead subordinates manage work priorities andprojects and manage employee relations.
Professional experience in campus security law enforcement or other institutional safety andsecurity.
Ability to interpret and apply laws rules and regulations to a variety of work situations;communicate effectively and work with a wide variety of people including the University communitygeneral public and supervision of staff.
Ability to travel for purposes of attending meetings training and other activities.
Ability to work beyond normal hours including evenings weekends and holidays.
