Job Summary Principal Public Policy
A leading member of the System government relations and public policy team reporting to the Senior Director Public Policy. Performs research develops public policy materials (e.g. talking points position statements briefing materials comments to proposed regulations responses to requests for information) and participates facilitates and/or convenes interactions with appropriate subject matter experts across the System in order to effectively convey our public policy positions with an emphasis on how state and federal policies affect health plans. Must be capable of acting independently and navigating the complexities of the System anticipating public policy implications within our integrated organization and engaging with leaders and staff. Must have expertise with policy and regulations affecting health insurance including Medicare Advantage Medicaid Qualified Health Plans and commercial products. Preference for candidates who have experience working for a health insurer a trade association and/or a policy maker. Closely collaborates with internal teams across the System in the development of public policy solutions. Develops our strategy in partnership with government relations and public policy team for influencing with state and federal policy makers and regulators. Coordinates efforts with our contracted consultant/lobbyists and leverages advocacy and policy development efforts of various associations of which the System is a member as well as with other stakeholders. Represents the organization externally with community or business partners at the local state and federal levels of government as appropriate.
Essential Functions Principal Public Policy
- Participates in the legislative and regulatory review research and analysis of proposals that would impact any aspect of the System. Tracks and monitors proposed rules and regulations across the state and federal levels of government.
- Supports relationships with executive agency personnel at state and federal level.
- Participate in the public policy strategy committees primarily for health plan but other groups as needed. Prepare and give presentations on policy issues to internal and external audiences.
- Participate in workgroups and committees with federal and state trade associations to represent Corewell Healths policy positions in public policy strategy and development. Supports relationships with key trade association staff.
- Develops and recommends System positions and advocacy priorities on various health care issues and healthrelated legislation and regulation from the perspective of our integrated health care delivery system.
- Creates materials that promote public policy priorities and advocacy strategies both shortterm and longterm that meet the specified public policy objectives of Priority Health and its associated entities. Materials include issue summaries talking points and messages that can be incorporated into press releases speeches and/or lobbying and community relations activities.
- Develops and maintains positive working relationships with internal colleagues that hold subject matter expertise or operational management roles initiating an appropriate level of engagement in the consideration of public policy solutions.
- Coordinate and manage relationships between Corewell Health and federal policy consultants. Coordinate regulatory and policy development efforts with external partners: Chambers MAHP ACHP and others. Attend and represent our organization at external events that assist in furthering relationships between Corewell Health and policy makers.
Qualifications Principal Public Policy
- Required Bachelors Degree Preferred concentration in health care political science legal studies public policy or business.
- 10 years of relevant experience Minimum combined experience in a health care policy government relations position federal or state legislative office. Demonstrating progressively more responsibility and proficiency. Required
- 7 years of relevant experience Health care public policy. Highly preferred
- 5 years of relevant experience Public sector experience with a regulator or policymaker. Preferred
- 2 years of relevant experience Leadership experience. Preferred
