Position Summary
Position Information
Compliance and Regulatory Reporting:
Responsible for implementing managing and monitoring HR Compliance Policies Programs and Training to include the following areas:
Maintain uptodate knowledge of relevant state and federal regulations university policies and compliance best practices.
Monitor and manage compliance efforts by identifying and tracking risk areas implementing corrective actions and coordinating with University Counsel and Enterprise Risk Management.
Prepare and submit comprehensive reports on compliance status training completion and
regulatory adherence to HR leadership and relevant stakeholders.
Ensure accurate recordkeeping related to compliance areas such as training conflict of interest disclosures background checks and other regulatory areas in accordance with CSU retention guidelines.
Serve as a resource for departments by providing guidance on compliance matters including HR related issues and assisting in resolution of concerns.
Professional Development
Collaborate with the Chancellors Office and campus stakeholders to develop and provide training to administrators to promote awareness of internal controls business risks fraud and other related topics.
Track report and ensure mandated/required trainings directives procedures and policies are in compliance.
Participate in CSU Learnrelated meetings hosted by the Chancellors Office such as Deep Dives and Task Force sessions.
Collaboration and Communication
Collaborate and Coordinate with the Senior Associate Vice President of Human Resources (SAVPHR) to develop strategy for employee engagement risk mitigation process improvement operational efficiency and effectiveness of HR practices and compliance.
Participate in various committees or task forces related to policy/procedure development and operational improvements
Collaborate with university departments to develop and revise policies determine best practices and implement programmatic goals.
Serve as a liaison and point of contact on compliancerelated matters including whistleblower complaints departmental support and coordination with the Chancellors Office and external regulatory agencies.
Documentation and Reporting
Ensure that records related to compliance training conflict of interest disclosures background checks and other regulatory areas are maintained accurately and in accordance with CSU retention guidelines.
Utilize CSU Learn (Subtotal Learning Management System) and Smartsheets to monitor training completion status report employees on leave to the Chancellors Office for adjustments to annual reporting.

Minimum Qualifications
A Baccalaureate degree from an accredited fouryear college or university preferably in business public administration human resources or a related field. A Masters degree is preferred. Minimum 5 years of professional experience in human resources compliance regulatory reporting or related areas within a higher education environment.
Excellent knowledge of University/public financial business operations and riskbased auditing attained through 7 years of progressive audit work experience with a focus on financial risk and regulatory requirements
Excellent understanding of the standards of the Institute of Internal Auditors (IIA) and demonstrated ability to fully comply with IIA standards and the IIA Code of Ethics and International Professional Practices Framework
Demonstrated ability to research and analyze data and use data to develop findings and formulate policies and procedures
Demonstrated ability to manage projects and when required supervise auditors to follow sound internal control practices and manage risks appropriately
Demonstrated adaptability and ability to work strategically meet deadlines and objectives and juggle multiple demands in a fastpaced multitask work environment
Strong skills in negotiation relationship building problem solving and timely problem escalation
Demonstrated ability to work effectively across organizational lines in a diverse work environment
Excellent written and oral communication skills
Excellent time management and organization skills
Detail oriented but able to quickly grasp the big picture
Proficiency in MS Office and the use of relevant business information and computing systems
Minimal travel required
