Our Asset Management and Maintenance Signals & Communications Projects office is looking for a manager to be accountable for the project management of new and ongoing State of Good Repair (SOGR) projects associated with Metrolinx railway corridors including the planning scope design procurement construction and commissioning phases. The program includes a variety of projects to improve the overall quality safety and efficiency of signalling throughout the entire GO Transit rail network.
As the Manager Projects you will manage a team of staff and oversee consultants and contractors work on SOGR projects and actively lead all activities to ensure achievement of objectives according to defined timelines budget and approved project deliverables.
What will I be doing
- Manage project progress and provide analysis of current and future work activities to identify deficiencies and opportunities for efficiencies as well as recommend and implement solutions for new and existing SOGR projects.
- Ensure projects are delivered on time within budget and to a high standard of quality.
- Monitor and report on project safety and identify issues to mitigate risk and problems.
- Report project status and trends to Senior Management including project governance finance risk and scheduling.
- Manage staff and project teams and provide timely feedback and coaching monitoring of work assignments and the achievement of performance objectives.
- Manage and monitor capital and operating budgets.
- Oversee consultant and contractor scope and quality of work to identify existing and potential issues and initiate corrective action.
- Negotiate with and influence consultants contractors internal stakeholders and external stakeholders on contract terms timelines deliverables changes and other issues impacting project progress quality cost and safety.
- Work closely with Asset Management Engineering Operations and Maintenance Delivery teams to commission and transition infrastructure work.
- Lead and oversee meetings to strategize and plan future projects in alignment with the Asset Management Plan.
- Seek approval and develop procurement vehicles (contract / scope of work) to enable consultant and construction works.
What Skills and Qualifications Do I Need
- Completion of a degree in applied science engineering or a related discipline or a combination of education training and experience deemed equivalent.
- Demonstrated project management experience related to the planning design and construction of Signalling and Communication projects and related works.
- Proven experience in managing and leading direct reports as well as a team of employees.
- A valid Ontario Class G drivers license is required to travel to various site locations meetings operational facilities etc. Must meet and maintain the corporate standard for a good driving record.
- Project Management Professional (PMP) certification is an asset.
- Knowledge of railway corridor infrastructure and related construction projects.
- Experience with project management methodologies to manage construction projects from start to completion; knowledgeable in procurement processes to identify opportunities for improvements and cost savings.
- Knowledge of Contract Law and standard contract forms and types the Construction Act and the requirements of the Professional Engineers Act. Knowledge of standards associated with Conventional Signals and Communications (eg. AREMA Transport Canada) is an asset. Knowledge of Canadian Railway Operating Rules (CROR) and Canadian Method for Risk Evaluation and Assessment (CMREA) is an asset.
- Knowledge of Human Resources legislation (e.g. Employment Standards Act Occupational Health & Safety Act etc.) to monitor and manage employees and contractors including experience in the application of collective agreement provisions.
