Although the full salary range for this position is provided appointments are typically made at or near the range minimum.

The Work Unit:

This work unit exists to implement the requirements of the Federal and State Acts regarding Title V operating permits including other Clean Air Act titles that must be implemented through the Title V program including but not limited to: Compliance Assurance Monitoring (CAM) Acid Rain Maximum Achievable Control Technology (MACT) New Source Performance Standards (NSPS) Nonattainment New Source Review (NANSR) and Prevention of Significant Deterioration (PSD) programs. The work unit ensures that Colorado correctly applies all necessary rules and regulations regarding major sources as required under the Federal and State Acts. Permit application review includes performing an independent and highly technical engineering analysis to estimate emissions of air pollutants and determine Applicable Requirements. Air pollution control equipment is evaluated in order to determine if the equipment is capable of controlling emissions to a level that will enable the applicant to comply with all applicable air quality regulations and standards. The unit provides other permit engineering staff compliance and enforcement staff other Division staff applicants and the public with interpretations clarifications and policy guidance regarding air quality regulations standards and requirements for major sources.


What you will be doing

This position exists to conduct engineering reviews of complex air pollution operating permit applications via an analysis of permit application data and information using mathematics chemistry physics and engineering sciences. Carries out established work processes and operations by applying and following permit review procedures guidance air quality rules and air quality regulations and to draft air quality operating permits. Engineering reviews in this position require an understanding of the following:

The position also requires good technical writing skills in order to draft air quality operating permits the ability to participate in public hearings responding to public comments and responding to EPA comments regarding proposed permits.


Along with the operating permit the engineer in this position will draft a Technical Review Document to accompany the permit and provide supplemental information about the source applicable regulations and rationale behind specific permit conditions and/or decisions made regarding the permit source.


Additionally the engineer in this position is expected to;

Job Duties:
Engineering Reviews/Draft Operating Permits
  • Conduct review of air pollution operating permit applications for administrative and technical completeness
  • Verification of emissions and determinations of compliance status

  • Evaluation and approval or development of periodic and/or compliance assurance monitoring plans

  • Request missing or supplemental information needed

  • Identification of emission points analyzing data to determine types of pollutants emitted

  • Calculation of emissions

  • Determination of applicable federal and state requirements and source compliance

  • Writing of public comment notices and issuance of permits and exemption letters

  • Interaction with applicants staff public and local inspectors.

Administrative Activities/Professional Development & Training
Interacts with applicants the public and local agencies to provide information and guidance and to clarify official policy and procedures pertaining to program goals and Air Quality Control Commission regulations.


Other Duties as Assigned
Attends meetings serves on task forces or teams completes projects and performs other duties as assigned by the supervisor

Residency Requirement:

This posting is open to current and noncurrent residents of the State of Colorado at the time of submitting your application. However if you are selected and accept the position you will be required to establish residence in the State of Colorado.


MINIMUM QUALIFICATIONS:

An applicant may meet the minimum qualifications for this job in one of two ways: They may qualify through their work experience alone or through a combination of education and work experience


Education/Licensure/Certification/Experience:

Current enrollment as an Engineer Intern by the Colorado State Board of Licensure for Architects Professional Engineers and Professional Land Surveyors


OR

Substitutions

Current valid licensure as a Professional Engineer from the Colorado State Board of Licensure for Architects Professional Engineers and Professional Land Surveyors will substitute for the enrollment as an Engineer Intern


PREFERRED QUALIFICATIONS

In addition to the minimum requirements the successful candidate in this position will have the following experience:

  • At least one year experience working in an air quality role

  • At least one year preferably 23 years of experience working with air quality emission inventories

  • At least one year of experience preferably 23 years working with air quality construction permits and/or operating permits

  • Working knowledge of the Clean Air Act and at least one year of experience working with federal air quality regulations

  • Prior experience working with & understanding Colorado air quality regulations

  • Working knowledge of engineering processes and industrial equipment particularly as it relates to air quality


CONDITIONS OF EMPLOYMENT

  • A preemployment background check will be conducted as part of the selection process.

  • You must be legally eligible to work in the United States to be appointed to this position. CDPHE does not sponsor nonresidents of the United States.

  • TRAVEL: Up to two (2) times per month generally with a group for trainings or with another ACPD inspector/staff member. Some outside trainings or site visits may be too far for a day trip thus overnights may be required as needed.


Appeal Rights:
An applicant who has been removed from an employment list or removed from consideration during the selection process may request a review by the State Personnel Director.
